It began with a few Abolitionists who were regarded as anarchists. With discussion and debate, it got so far as to safeguard the institution where it existed and to prohibit its extension into the States that were to be formed out of the new territories. On that issue and the preservation of the Union we fought the Civil War and slavery was abolished and the Union was triumphant. Then came the long discus sion of reconstruction. Had the extremist prevailed the States which went into rebellion would have remained subject prov inces with a certainty of frequent revolutions. Again discussion and debate allayed passions, buried resentments, recognized that the country must live, if it lived at all, under the Consti tution of the Fathers and with a central government and sovereign States as they originated it. That settled forever the question of the Union of the States and of the powers of the Federal Government as distinguished from those of the state sovereignties.
