Face à cette mise en danger de la planète, le progrès économique doit non seulement rechercher la satisfaction des besoins présents, mais intégrer les préoccupations des générations futures. La sauvegarde de cette solidarité intergénérationnelle nécessite une action commune ; sinon les efforts des uns (protecteurs) seront annulés par le laxisme des autres (pollueurs). Déjà fragilisée par la pauvreté, les conflits, la famine, la désertification, l'Afrique n'est pas moins sollicitée que les autres régions du monde. Représentant 2% des échanges mondiaux, l'Afrique sous ajustement structurel a adopté le libéralisme et ses Etats achèvent le processus de privatisation des entreprises publiques. Mais, qu'il s'agisse de la représentation spatiale, de la gestion foncière , de l'agriculture, de la justice, de l'éducation ou de la gouvernance, la Culture africaine concilie difficilement ses traditions avec la modernité. Si la création, la promotion et la gestion des ressources naturelles et humaines ne sont guère satisfaisantes en Afrique, c'est parce que le processus du développement est mis à mal par des obstacles exogènes et endogènes. En revanche, l'inventivité des populations, seul gage de leur survie, attend un soutien international à la mesure du défi de la renaissance africaine en élaboration. Mais l'Occident ne saisit pas assez que dans un monde sans frontière, la solidarité est l'intérêt bien partagé car, si l'Afrique continue à endurer d'aussi lamentables privatisations, il ne sera guère en sécurité dans son opulence.
