What makes terrorism a unique form of political violence is its underground nature. According to the conceptualization of the phenomenon offered in this book, terrorism is the kind of violence carried out when the perpetrators lack territorial control. There is a strong link between terrorism and secret, clandestine operations, making terrorists attacks ephemeral, as opposed to battles and assaults. The book offers a comprehensive conceptual analysis of terrorism, comparing it with competing theories and views on the subject, such as terrorism is killing civilians, or terrorism is a form of violence that relies on the distinction between direct and indirect targets. The conceptualization advanced here makes sense of some peculiar traits of terrorism, from international attacks (in which the underground constraint is most obvious), to lone-actor ones (in which a single individual commits a deed). It also delimits the possibility of state terrorism as covert operations by security forces, normally abroad. Approaching terrorism in terms of the underground not only makes sense of how we talk about terrorism, but it also generates testable consequences. Through a combination of statistical and comparative analyses, it is shown that the use of terrorism is driven by the degree of asymmetry between the contending parties.

Proscribing peace offers a systematic examination of the impact of proscription on peace negotiations. With rare access to actors during the Colombian negotiations with the Revolutionary Armed Forces of Colombia People’s Army (FARC), Sophie Haspeslagh shows how proscription makes negotiations harder and more prolonged. By introducing the concept of ‘linguistic ceasefire’, Haspeslagh adds to our understanding of the timing and sequencing of peace processes in the context of proscription. Linguistic ceasefire has three main components: first, recognise the conflict; second, discard the ‘terrorist’ label, and third, uncouple the act and the actor. These measures remove the symbolic impact of proscription, even where de-listing is not possible ahead of negotiations. With relevance for more than half of the conflicts around the world in which an armed group is listed as a terrorist organisation, ‘linguistic ceasefire’ helps to explain why certain conflicts remain stuck in the ‘terrorist’ framing, while others emerge from it. International proscription regimes criminalise both the actor and the act of terrorism. Proscribing peace calls for an end to the amalgamation between acts and actors. By focussing on the acts instead, Haspeslagh argues, international policy would be better able to consider the violent actions both of armed groups and those of the state. By separating the act and the actor, change – and thus peace – become possible. This book is relevant to United Nations Sustainable Development Goal 16, Peace, justice and strong institutions

During 2016, two historic events were held to reflect about drug strategies in Colombia: the United Nations Special Session on the World Drug Problem (UNGASS 2016) and the signing of the Peace Agreement between the Government and the FARC-EP, which includes the agreement on the “Solution to the problem of illicit drugs”. In light of the commitments made by the Colombian State, there are challenges and possibilities for drug policy reform, particularly when hoping to achieve a better balance between a criminalization perspective and the recognition and guarantee of rights to populations affected by prohibition’s harmful effects. This balancing exercise calls for incorporating the lens of the 2030 Sustainable Development Agenda and its Objectives, as well as for integrating the sectors of defense, rural and agrarian development, protection and sustainable use of environmental resources, health and education, together with the efforts of peacebuilding in the territories most affected by war and drug trafficking. To achieve the goals proposed in these documents, the role of the international community in the coming years will be fundamental. The United Kingdom Embassy, concerned to broaden its horizons of cooperation, offers to share lessons learned and experiences hoping to improve institutional capacities to meet the challenges of organized crime, rural development, and the prevention and treatment of drug use. Thus, this document presents recommendations for cooperation between these two governments in the light of agreed obligations as well as opportunities to harmonize drug policy and peacebuilding.

The history of development is one marked by insecurities, violence, and persistent conflict. It is not surprising, therefore, that development is now thought of as one of the central challenges of world politics.
