"The relationship between the United States and Indonesia has long underperformed its potential," writes Joshua Kurlantzick, senior fellow for Southeast Asia at the Council on Foreign Relations in this Council Special Report. "Instead of seeking unlikely goals," Kurlantzick argues, "the two nations should embrace a more transactional approach," focusing on "three discrete security goals--increasing deterrence in the South China Sea, combating militants linked to the Islamic State, and fighting piracy and other transnational crime in Southeast Asia."
A U.S.-Indonesia Partnership for 2020 explores avenues to boost cooperation in all three of these pillars. Political and security relations between the United States and Indonesia have grown more robust in recent years. Trade and economic relations, while growing, remain contentious. This study assesses progress on these two pillars, along with the under-resourced field of people-to-people collaboration, and offers recommendations to take the partnership to the next level in each area.

In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. After the end of the Cold War, it seemed as if Southeast Asia would remain a geopolitically stable region within the American-led order for the foreseeable future. In the last two decades, however, the re-emergence of China as a major great power has called into question the geopolitical future of the region and raised the specter of renewed great power competition. As the eminent China scholar David Shambaugh explains in Where Great Powers Meet, the United States and China are engaged in a broad-gauged and global competition for power. While this competition ranges across the entire world, it is centered in Asia. In this book, Shambaugh focuses on the critical sub-region of Southeast Asia. The United States and China constantly vie for position and influence across this enormously significant area--and the outcome of this contest will do much to determine whether Asia leaves the American orbit after seven decades and falls into a new Chinese sphere of influence. Just as importantly, to the extent that there is a global "power transition" occurring from the US to China, the fate of Southeast Asia will be a good indicator. Presently, both powers bring important assets to bear in their competition. The United States continues to possess a depth and breadth of security ties, soft power, and direct investment across the region that empirically outweigh China's. For its part, China has more diplomatic influence, much greater trade, and geographic proximity. For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.
