This book moves away from the common belief that Japan’s international relations are firmly the preserve of the national government in Japan’s highly centralised political system. Examining examples of subnational governments (SNGs) across Japan the book uncovers a significant and generally unrecognised development in Japanese politics: SNGs are ever more dynamic international actors as national borders ‘weaken’ across the world. Exploring what Japanese SNGs do, where they do it, and why, the book considers the implications of these factors for Japan’s international relations and domestic politics. By bringing to light the scope and consequences of the international actions of Japan’s SNGs, this book provides a more accurate and nuanced understanding of the country's foreign policy, at a time when it is pursuing a broader and more active profile in international affairs.
Masao Maruyama was the most influential and respected political thinker in post-WWII Japan. He believed that the collective mentality, inherent in the traditional Japanese way of thinking, was a key reason for the defeat in WWII and was convinced that such thought needed to be modernized. In this book Fumiko Sasaki argues that the cause of the prolonged political, economic and social decline in Japan since the early 1990s can be explained by the same characteristics Maruyama identified after 1945. Using Maruyama's thought Sasaki explores how the Japanese people see their role in their nation, the democracy imposed by the US, and the relationship between power and international relations. Further, Sasaki also considers what the essence of national security is and how much it has been forgotten in current Japanese political thought. The book solves the puzzle of how Maruyama, a teacher of political realism who emphasized the importance of power, could insist on the policy of unarmed neutrality for Japan's national security, and in doing so, illuminates how traditional Japanese thought has impacted development in Japan. During the half century from the 1950s to the year 2000, Japan emerged as a major international aid donor. In 1989 it became the largest bilateral air donor in the world. How did Japan emerge as a top education aid donor? What external and internal pressures shaped the development of aid policies? What Japanese interests were served? How has the Japanese government exercised a global leadership of education aid policies? This study addresses these questions by tracking the evolution of education aid policies as they have been revealed by subgovernments as specialized decisionmaking units within a government.
Facing Asia examines the political and economic processes of regionalism and regionalization in Asia with a focus on Japan and Japanese actors. The Subversive Activities Prevention Law (SAPL) was the last major controversial law to be drafted at the end of the Allied Occupation of Japan (1945-1952) which was managed and controlled by General Headquarters (GHQ) under U.S. General MacArthur and was enacted into law after Japan had regained its formal independence in 1952. Soon after the Occupation began, prewar Japanese internal security laws were ordered abolished by the Occupation. Now that Japan would be re-gaining its independence in 1952, there was urgency to creating a new integrated national internal security law to fill the vacuum created by the Occupation, 1945-1952. The Subversive Activities Prevention Law was to be the centerpiece for maintaining internal security in the new independent Japan. It turned out to be an extremely controversial law that was vociferously opposed by the political opposition in and out of the Diet in light of the prewar history, surrounding how such internal security laws were implemented by the state security apparatus. The demonstrations in 1951-52 against the proposed law, organized by the labor unions, were the largest, loudest and most determined since the end of the war. This publication is the first analysis in English on how this law was drafted and debated, supported and opposed, using the 20+ drafts of the law, and the subsequent deliberations concerning the proposed law in the Houses of Representatives and Councillors. A short epilogue - since over 50 years have elapsed since the law was initially enacted in 1952 - analyzes the implementation of the law during these years. "The Subversive Activities Prevention Law of Japan, Its Creation, 1951-1952" will be of particular interest to those studying the Allied Occupation of Japan, the Japanese political and legislative process and its internal security laws.
