The role of engineering communities in taking Japan from a defeated war machine into a peacetime technology leader. Naval, aeronautic, and mechanical engineers played a powerful part in the military buildup of Japan in the early and mid-twentieth century. They belonged to a militaristic regime and embraced the importance of their role in it. Takashi Nishiyama examines the impact of war and peace on technological transformation during the twentieth century. He is the first to study the paradoxical and transformative power of Japan’s defeat in World War II through the lens of engineering. Nishiyama asks: How did authorities select and prepare young men to be engineers? How did Japan develop curricula adequate to the task (and from whom did the country borrow)? Under what conditions? What did the engineers think of the planes they built to support Kamikaze suicide missions? But his study ultimately concerns the remarkable transition these trained engineers made after total defeat in 1945. How could the engineers of war machines so quickly turn to peaceful construction projects such as designing the equipment necessary to manufacture consumer products? Most important, they developed new high-speed rail services, including the Shinkansen Bullet Train. What does this change tell us not only about Japan at war and then in peacetime but also about the malleability of engineering cultures? Nishiyama aims to counterbalance prevalent Eurocentric/Americentric views in the history of technology. Engineering War and Peace in Modern Japan, 1868–1964 sets the historical experience of one country’s technological transformation in a larger international framework by studying sources in six different languages: Chinese, English, French, German, Japanese, and Spanish. The result is a fascinating read for those interested in technology, East Asia, and international studies. Nishiyama's work offers lessons to policymakers interested in how a country can recover successfully after defeat.

Takashi Yoshida provides a historical analysis of war and peace museums from the late nineteenth century to the present and traces the historical development of a pacifist discourse in postwar Japan that centered on Japan's war crimes and responsibility during the so-called Fifteen Year War, which began in 1931 with Japan's invasion of Manchuria and ended in 1945 with the nation's defeat. Prior to the defeat, a culture of war gripped the Japanese empire. Every segment of Japanese popular culture during the war bore witness to the flood of patriotism. In this book Yoshida attempts to demonstrate that the acceptance of Japanese wartime aggression and atrocities as historical facts remains evident to this day in the culture of peace museums in Japan. Those who have little knowledge of contemporary Japan often hastily conclude that the Japanese have been united and monolithic in the way they feel the war should be remembered. This book seeks to challenge that assumption.

Since the end of World War II, Japan has not sought to remilitarize, and its postwar constitution commits to renouncing aggressive warfare. Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan’s reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan’s Aging Peace demonstrates how changing perceptions of security across generations have culminated in a culture of antimilitarism that constrains the government’s efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of “multiple militarisms,” which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers. Drawing on interviews with policy makers, military personnel, atomic bomb survivors, museum coordinators, grassroots activists, and other stakeholders, as well as analysis of peace museums and social movements, Japan’s Aging Peace provides new insights for scholars of Asian politics, international relations, and Japanese foreign policy.
The conventional portrayal of Japan’s role in international affairs is of a passive political player which – despite its position as the world’s second largest economic power – punches below its weight on the world stage: its foreign policy driven by Washington, mercantilism and constrained by domestic pacifism. This book examines Japan’s emerging identity as an important participant in conflict prevention and peace-building in Southeast and South Asia, demonstrating that Japan has increasingly sought a positive and active political role commensurate with its economic pre-eminence. The book considers Japanese involvement in many of the region’s most serious recent conflicts: including Japan’s part in the brokering and maintaining of peace in Cambodia, which in 1992 saw the first dispatch of troops abroad by Tokyo since the end of World War II, and the attempts to bring peace to Aceh, Sri Lanka, East Timor and Mindanao. The Japanese example, when compared with other countries prominent in the fields of conflict prevention, suggests that Tokyo – given its pacifist strategic culture – relies on diplomacy and Official Development Assistance rather than peace enforcement through military means. Overall, this book provides a lucid appraisal of Japan’s overall foreign policy, as well as its new role in conflict prevention and peace-building - analysing the reasons behind this shift towards an active international role and assessing the degree of success it has enjoyed.

A thousand years ago, most visitors to Japan would have arrived by ship at Hakata Bay, the one and only authorized gateway to Japan. Hakata was the location of the Kôrokan, an official guest-house for foreign visitors that is currently yielding its secrets to the spades of Japanese archaeologists. Nearby was Dazaifu, the imperial capital of western Japan, surrounded by mountain fortresses and defended by an army of border guards. Over the ages, Hakata was a staging ground for Japanese troops on their way to Korea and ground zero for foreign invasions of Japan. Through the port passed a rich variety of diplomats, immigrants, raiders, and traders, both Japanese and foreign. Gateway to Japan spotlights four categories of cross-cultural interaction—war, diplomacy, piracy, and trade—over a period of eight hundred years to gain insight into several larger questions about Japan and its place in the world: How and why did Hakata come to serve as the country’s "front door"? How did geography influence the development of state and society in the Japanese archipelago? Has Japan been historically open or closed to outside influence? Why are Japanese so profoundly ambivalent about other places and people? Individual chapters focus on Chinese expansionism and its consequences for Japan and East Asia as a whole; the subtle (and not-so-subtle) contradictions and obfuscations of the diplomatic process as seen in Japanese treatment of Korean envoys visiting Kyushu; random but sometimes devastating attacks on Kyushu by Korean (and sometimes Japanese) pirates; and foreign commerce in and around Hakata, which turns out to be neither fully "foreign" nor fully "commerce" in the modern sense of the word. The conclusion briefly traces the story forward into medieval and early modern times. Enriched by fascinating historical vignettes and dozens of maps and photographs, this engagingly written volume explores issues not only important for Japan’s early history but also highly pertinent to Japan’s role in the world today. Now, as in the period examined here, Japan has one principal entry point (the international airport at Narita); its relationship with the outside world (both East and West) is ambivalent; and, while sometimes astonishingly open-minded, Japanese are at other times frustratingly exclusive in their dealings with non-Japanese. Gateway to Japan will be of substantial interest to all students of Japan, East Asia, and intercultural studies.
