This book argues that Islam has been securitized in US foreign policy, especially during the W. Bush administration when it was increasingly portrayed as the ultimate “other.” This securitization was realized through the association of Islam with unique security threats in speeches of foreign policy and national security. By analyzing the four recent US presidents’ discourses on Islam, this work sheds light on how they viewed Islam and addresses the following questions: How do we talk about Islam, its place and relationship within the context of US security? How does the language we use to describe Islam influence the way we imagine it? How is Islam constructed as a security issue?
Diverse Islamic groups have triggered a »revival of Islam« in Central Asia in the last decades. As a result, there has been a general securitization of Islam by the governments: not only do they combat the terrorist Islamic Movement of Uzbekistan but also outlaw popular groups such as the Gülen movement. However, strong repression of religion might lead to radicalization. Kathrin Lenz-Raymann tests this hypothesis with an agent-based computer simulation and enriches her study with interviews with international experts, leaders of political Islam and representatives of folk Islam. She concludes that ensuring religious rights is essential for national security.
This paper summarises the main hypotheses and results of the research on the securitization of Islam. It posits that the securitisation of Islam is not only a speech act but also a policymaking process that affects the making of immigration laws, multicultural policies, antidiscrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims. The behaviour of Muslims was studied through 50 focus groups conducted in Paris, London, Berlin and Amsterdam over the year 2007-08. The results show a great discrepancy between the assumptions of policy-makers and the political and social reality of Muslims across Europe. The paper presents recommendations to facilitate the greater inclusion of Muslims within European public spheres.
Protecting China's Interests Overseas provides a fascinating and new window into Chinese foreign and security policymaking. In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.
This book offers a useful and extensive account of Japan’s past discoveries and present interactions with Muslim states and societies across Asia. Bearing in mind the U.S.-led global meta-narrative of Islam spoken in tandem with security and threats, this book examines how this reconciles with Japan’s self-proclaimed “values-based” approach to diplomacy across Asia in the twenty-first century. The author considers Japan’s historic conceptualization and learning of Islam, and its acute needs for access to markets and energy from Muslim-majority states in Asia. He also argues that Japan securitizes Islam in a manner distinct from Western, Russian, or Chinese securitization today, but that Japan promotes itself as a model for human security and development across an Asia inclusive of Muslim states. Japan’s approach to Islam and Muslim societies today offers much from which other great powers can learn.

This book focuses on securitization and authoritarianism in Turkey with research on the country’s Islamist populist ruling party’s (AKP) oppression of different socio-political, ethnic and religious groups. In doing so, it analyzes how the AKP has securitized to oppress different socio-political groups and identities, according to the time and need for the party's political survival. Research in the book sheds light on the use of traumas, conspiracy theories, and fear as tools in the securitization and repression processes.
