Fed. agencies have turned to interagency contracts (IC) -- where one agency places an order under an existing contract for another agency -- as a way to streamline the procurement process. IC can offer benefits of improved efficiency, but this approach needs to be effectively managed. This report reviewed the process that the DoD used to acquire interrogation & certain other serv. through the Dept. of the Interior to support mil. oper. in Iraq. On behalf of DoD, Interior issued 11 task orders, valued at $66 million, on an existing contract. This report identifies breakdowns in the procurement process, contributing factors that led to the breakdowns, & the extent to which recent actions by Interior & DoD address these contributing factors. This Open Access edited collection seeks to improve collaboration between criminal justice and welfare services in order to help prepare offenders for life after serving a prison sentence. It examines the potential tensions between criminal justice agencies and other organisations which are involved in the rehabilitation and reintegration of offenders, most notably those engaged in mental health care or third sector organisations. It then suggests a variety of different methods and approaches to help to overcome such tensions and promote inter-agency collaboration and co-working, drawing on emerging research and models, with a focus on the practice in European and Scandinavian countries. For academics and practitioners working in prisons and the penal system, this collection will be invaluable.
One of the Department of Homeland Security's (DHS) priorities is the protection of Federal employees and private citizens who work within and visit U.S. Government-owned or leased facilities. The Interagency Security Committee (ISC), chaired by DHS, consists of 53 Federal departments and agencies, has as its mission the development of security standards and best practices for nonmilitary Federal facilities in the United States. As Chair of the ISC, I am pleased to introduce the new ISC document titled The Risk Management Process: An Interagency Security Committee Standard (Standard). This ISC Standard defines the criteria and processes that those responsible for the security of a facility should use to determine its facility security level and provides an integrated, single source of physical security countermeasures for all nonmilitary Federal facilities. The Standard also provides guidance for customization of the countermeasures for Federal facilities.
Managing wildland fire in the U.S. is a challenge increasing in complexity & magnitude. The goals & actions presented in this report encourage a proactive approach to wildland fire to reduce its threat. Five major topic areas on the subject are addressed: the role of wildland fire in resource management; the use of wildland fire; preparedness & suppression; wildland/urban interface protection; & coordinated program management.
