DOWNLOAD EBOOKPractical guide for transport policymakers and planners to achieve low-carbon land transport systems. Based on wide ranging research, it shows how policies can be bundled successfully and worked into urban transport decision-making and planning strategies. With case studies from developed and developing countries, it outlines measures for reducing emissions, tailoring these to specific circumstances. It also highlights how greenhouse gas savings are measured, as well as success factors for implementing policies and measures in complex decision-making processes. For students of sustainable transport, professional planners and decision makers, Low-Carbon Land Transport is an invaluable reference for all those looking to help transport networks flow in a sustainable direction.

DOWNLOAD EBOOKNew Zealand's Resource Management Act, which was adopted in 1991, is regarded as innovative as it provides a framework for sustainable management and places a high emphasis on protection of the environment. The paper outlines the Resource Management Act as it relates to transport and land use planning, namely, the hierarchial structure of national and regional policy statements, regional and district plans and the role of these three levels of government. It also outlines the role of Transit New Zealand, the national funding agency for land transport, in relation to the Act and sustainability. The paper considers the concept of sustainability in terms of transport and land use planning and outlines the initiatives taken by Transit New Zealand and the Ministry of Transport. In addition to the above, the purpose of the paper is to highlight some of the broader issues which are impeding progress towards sustainable management in relation to major road and transport projects. These are: the lack of national policies and the necessary requirements for implementation, the lack of strategic (regional) planning, and weaknesses in project evaluation. Despite the substantial initial progress being made, the paper concludes that these issues must be rectified if integrated transport and land use planning is to be achieved, thereby enabling sustainable management of the resources to be attained. For the covering abstract of this conference, see IRRD number 863140.

DOWNLOAD EBOOKThis research collated geospatial information to enable the New Zealand Transport Agency (NZTA) to gain a better understanding of how transport networks, land-use information, demographic and key environmental constraints interact. The collated data was loaded into the Spatial Viewer system and will now be analyzed and checked for hot spots that require prioritization of effort. These hot spots may be areas where there are significant change pressures such as population growth. In particular this work will help ensure that when undertaking long-term integrated planning work (ie feasibility work), land-use planning, transport planning and investment decisions are addressed together and not separately.

DOWNLOAD EBOOKThe report presents an in-depth analysis of various policies that aim to reduce the greenhouse gas emissions of urban transport. Decarbonising transport lies at the core of efforts to mitigate climate change and has close links to urban sustainability and housing affordability. The report identifies the drivers of rising emissions in the urban transport sector and offers pathways to reduce them through a combination of transport and land use policies.
