The freshwater system of the world is undergoing continuous natural changes in terms of quality, quantity and morphology. These changes are further accelerated due to increasing human exploitation of water resources caused by increasing population pressure demanding more water for several uses such as irrigation, drinking water, hydropower, and others. Environmental degradation has further increased pressure on water resources. In many areas increased demand for use of water resources has resulted into increased water use conflicts between water user groups and among various sectors: irrigated agriculture, tourism, industry, drinking water supply and new development projects. Increased competition for water resources among and within sectors has necessitated the need for an integrated approach in the management of water resources at basin level.
The International Water Management Institute (IWMI) has been working in Nepal since 1986 with the objective of undertaking research in water management and to strengthen the research capabilities of concerned government agencies. The research helped to develop appropriate mechanisms for providing support to Farmer-Managed Irrigation Systems (FMIS) and the initiation of participatory irrigation management (PIM). The river basin studies helped policy formulation for integrated planning and management of water resources besides the methodological contribution through the development of appropriate tools for water management studies. It also contributed to enhancing the capabilities of agency officials and local researchers through their involvement in research activities.

This book describes the myriad components of the Hindu Kush-Himalaya (HKH) region. The contributors elaborate on challenges, failures, and successes in efforts to conserve the HKH, its indigenous plants and animals, and the watershed that runs from the very roof of the planet via world-rivers to marine estuaries, supporting a human population of some two billion people. Readers will learn how the landforms, animal species and humans of this globally fascinating region are connected, and understand why runoff from snow and ice in the world’s tallest mountains is vital to inhabitants far downstream. Globalization has significantly redefined the nature of governance in the water sector. Non-state actors—multilateral and transnational donor agencies and corporations, non-government organizations, markets, and civil society at large—are assuming a bigger role in public policy-making for water resource management. New discourses on neoliberalism, integrated water resource management (IWRM), public–private partnerships, privatization, and gender equity have come to influence water governance. Drawing upon detailed case studies from India, Bangladesh, Nepal, Sri Lanka, and Bhutan, this volume shows the implications of these new global paradigms for water allocation and management practices, institutions and governance structures in South Asia. It suggests that, despite claims to the contrary, they have done little to further human well-being, reduce gender disparity, or improve accountability and transparency in the system. Steering away from blueprint approaches, it argues for a more nuanced and contextual understanding of water management challenges, based on local knowledge and initiatives. This paper has benefited by four detailed case studies2 conducted in the Indrawati river basin by IWMI/Nepal and Water and Energy Commission Secretariat/Nepal (WECS/Nepal). It documents the major concerns in relation to Melamchi project on the Indrawati basin community,and illustrates the preliminary assessment of major project impacts in the basin. This paper particularly concentrates on, the likely impacts of the water diversion project on the economic and social fronts and local water use decisions, and also on the local environment. The major findings of the study in the Indrawati basin are summarized below.
