Argues that single irrigation systems managed by autonomous system-specific organizations accountable to their customers, perform better and are more sustainable than those managed by agencies dependent on the government, or by agencies responsible for multiple systems. Selected cases are reviewed and the plausibility of this hypothesis established. General recommendations are made for policy makers designing irrigation reform programs.
Iran is facing a serious water scarcity and the Government of Iran is trying to implement technical and institutional measures to meet the challenge. One of the key strategies being persuaded by the Iranian authorities is the devolution of management responsibility to users. Thus, irrigation management transfer (IMT) has been adopted as a key strategy to improve the operation and maintenance, and thereby reduce losses, and enhance the sustainability of irrigation infrastructure. However, IMT efforts are at an inception stage and are largely happening in areas where infrastructure is under rehabilitation. The key objective of this paper, thus, was to review the ongoing IMT efforts in the two provinces of Iran, as well as the lessons from the neighboring countries, and propose a viable framework for implementing IMT. To get the first hand information of the IMT activities in Iran, field visits were carried out in the provinces of Qazvin and Kermanshah where two big pilot projects are being carried out. For comparative analysis of the IMT situation in neighboring countries, a comprehensive review of experiences in Sri Lanka, India, Pakistan, Turkey and Central Asia was carried out through literature survey. Based on the synthesis of lessons from this exercise, the paper proposes a framework for irrigation management transfer in Iran.
Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. The innovative and nuanced knowledge on water resources produced from detailed case studies in India, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka will be useful for professionals, academics, policymakers and activists as well as those in development studies, environmental studies, natural resource management and public administration.
Irrigation management transfer (IMT) means the relocation of responsibility and authority for irrigation management from government agencies to non-governmental organizations, such as water user's associations. It is a widespread process that is taking place in more than 40 countries. From the 1980s onward, billions of dollars were poured into irrigation improvement programs in Egypt. These aimed at improving local Nile water management through the introduction of more water-efficient technology and by placing management of the improved systems in the hands of local water user associations. The central premise of most of these programs was that the functioning of such associations could rely on the revival of traditional forms of social capital-social networks, norms, and trust-for their success. Social Capital and Local Water Management in Egypt shows how the far-reaching social changes wrought at the village level in Egypt through the twentieth century rendered such a premise implausible at best and invalid at worst. Dalia Gouda examines networks of social relationships and their impact on the exercise of social control and the formation of collective action at the local level and their change over time in four villages in the Delta and Fayoum governorates. Outlining three time frames, pre-1952, 1952-73, and 1973 to the present, and moving between multiple actors-farmers, government officials, and donor agencies-Gouda shows how institutional and technological changes during each period and the social changes that coincided with them yielded mixed successes for the water user associations in respect of water management. There are a multitude of hazards that confront attempts to change institutional or political orders in pursuit of good governance. Even seemingly technical prescriptions run up against local political and social realities which make their adoption difficult and, if adopted, require significant modification of the original prescriptions. Moreover, the technical, rationalist and/or normative language employed in the good governance discourse masks contests over power, rights, resources, and actors’ conflicting interests. There is a definite need to situate the good governance debate in the local context rather than reflexively adopting a universalistic positing of the fact or desirability of governance convergence across countries and sectors because the reality is that the world-wide deployment of good governance rhetoric is not accompanied by convergence in thinking or practices across nations. This book reviews and analyzes emerging challenges in water policy, governance and institutions in India. Recent times have seen the contours of water policy shaped by new discourses and narratives; there has been a pluralization of the state and a changing balance of power among the actors who influence the formulation of water policy. Discourses on gender mainstreaming and Integrated Water Resource Management (IWRM) are influential, though they have often remained rhetorical and difficult to put into practice. Debate over property rights reform and inter-linking of rivers has been polarized. At the same time, there has been a rising disenchantment with policy initiatives in participatory irrigation management, cleaning up of water bodies and pollution control. Fast depletion of groundwater resources and the importance of adopting new irrigation methods are getting increased focus in the recent policy dialogue. The contributors review current debate on these and other subjects shaping the governance of water resources, and take stock of new policy developments. The book examines the experience of policy implementation, and shows where important weaknesses still lie. The authors present a roadmap for the future, and discuss the potential of alternative approaches for tackling emerging challenges. A case is made for greater emphasis on a discursive analysis of water policy, to examine underlying policy processes. The contributors observe that the ongoing democratization of water governance, coupled with the multiplication of stresses on water, will create a more visible demand for platforms for negotiation, conflict resolution and dialogue across different categories of users and uses. Finally, the authors propose that future research should challenge implicit biases in water resources planning and address imbalances in the allocation of water from the perspectives of both equity and sustainability.
