Public–private partnerships (PPPs) have shown their ability to meet some of the challenges in the health and education sectors both in India and overseas. The Asian Development Bank (ADB) has been assisting the Government of India since 2006 to develop PPPs across sectors in India, through a programmatic joint PPP Initiative, Mainstreaming PPPs in India. Under the initiative, a special task team of the ADB, together with the Government of India's Ministry of Finance and KPMG consultants undertook a rapid assessment study to develop possible PPP solutions for meeting the challenges of India's health and education sectors. Assessments of local PPP projects in the sector, consultations with state government officials in India, and best practice examples from the United Kingdom and other countries, have led to the development of this report. This report will therefore provide a quick guide to international and national PPP cases in the sectors as well as practical ideas and suggested models to interested project sponsors, especially within government bodies responsible for sector development. Development of possible PPP projects based on some of the models and ideas suggested herewith will hopefully spur investment and efficiency gains in health and education infrastructure and service delivery mechanisms of the country.
The book offers an overview of international examples, studies, and guidelines on how to create successful partnerships in education. PPPs can facilitate service delivery and lead to additional financing for the education sector as well as expanding equitable access and improving learning outcomes.
Public-private partnerships are increasingly advocated to alleviate deficiencies in the public health system as well as to reduce economic stress on those who seek services from an expensive, burgeoning and unregulated private health sector. Focusing on India, this book examines how the private sector in developing countries is tapped to deliver health care services to poor and under-served sections of society through collaborative arrangements with the government. Having emerged as a key reform initiative, aspects of public-private partnership are examined such as the genesis of private sector partnerships, the ways in which the private sector is encouraged to deliver public health services, and the models and formats that make such partnerships possible. Based on in-depth case studies from different states of India and drawing on experiences in other countries, the authors analyse challenges, opportunities and benefits of implementing public-private partnerships and explore whether partnership with the private sector can be designed to deliver health care services to the poor as well as the consequences for beneficiaries. This book analyzes the historical development and current state of India's healthcare industry. It describes three sets of institutions that deliver healthcare services, finance these services, and manufacture products used in these services. These institutions provide healthcare (hospitals, physicians, pharmacies, and diagnostic laboratories), pay for healthcare (individuals who pay out-of-pocket, insurance companies, community insurance schemes, government ministries) and produce the technology used in healthcare delivery (pharmaceuticals, biotechnology, and medical devices). The volume also discusses innovative efforts to raise capital for the development of these sectors. Finally, it includes three interesting case studies of innovative models of healthcare delivery (L. V. Prasad, Aravind, and Vaatsalya), as well as analyses of other innovative organizations like Narayana Hrudaylaya and the hospital chains. The contributors to the volume include Wharton faculty members, graduates of Wharton's healthcare MBA program, and executives and consultants from India.

Ever since a democratic system of government was adopted and a strategy of planned economic development was launched in India, the planners were quite conscious of the need for an administrative system different from the colonial one to implement the planned objective of development. Kuldeep Mathur, in this volume, examines these administrative reforms and provides a magisterial account of the changes in the institutional process of public administration. The introduction of neoliberal policies revived concerns about reform and change, thereby giving rise to a new vocabulary in the discourse of public administration. The conventional world of public administration was now expected to adopt management practices of the private sector and interact with it to achieve public policy goals. New institutions are now being layered on traditional ones, and India is becoming a recipient of managerial ideas whose efficacy has yet to be tested on Indian soil. In light of the aforementioned changes, this volume argues that hybrid architecture for delivering public goods and services has been the most significant transformation to be institutionalized in the current era and critiques the neoliberal transformation from within a mainstream public administration perspective.

Education is critical for any nation's economic, political, and social development. In North East (NE) India, education infrastructure is inadequate and most of the students have to go outside the states for higher quality education. The enrolment, Gross Enrolment Ratio, attendance and dropout rates of the schools and colleges going students is poor which indicates poor quality of education. There is shortage of funds, qualified and experienced teachers. The central budgetary allocation is not sufficient to improve the standard of education despite its rich natural and mineral resources. Besides education infrastructure, there is poor state of transport, power and telecommunication infrastructure which is very essential for the success of education. Public Private Partnership (PPP) recognizes the existence of alternative options which can complement and enhance the role of the government in the provision of education services besides public finance and public delivery. It can help in the construction of infrastructure, Education City, Biotech Park, Knowledge Park, setting up of ITIs and Polytechnics, etc. It can also help in technical and vocational education, research and development, science and technology promotion, business research, building of intellectual human capital, etc. The Assam and Tripura government have initiated some of the projects in education and other sectors that are under various stages of implementation. These projects will encourage other NE states to take education projects through PPP route. This paper discusses the educational infrastructure of NE through PPP and various recommendations for improving the education status. So, better infrastructures in education, transport, power and telecommunication will help in transforming the education scenario of NE states to make it an education hub of India.
