On December 19, 2000, we briefed your offices on our review of the 1996 Electronic Freedom of Information Act Amendments, known as e-FOIA. As you know, the Freedom of Information Act requires federal agencies to make certain types of information available for public inspection. e-FOIA, among other things, was intended to improve agency responsiveness and provide for greater public access to government information electronically. In response to your request, we reviewed the progress made at 25 major federal departments and agencies in implementing the e-FOIA amendments.

The 1996 Electronic Freedom of Info. Act (e-FOIA) Amend. were intended to extend the principles of FOIA to info. stored electronically & improve public access to agency info., in part by requiring more materials to be available electronically. This report: determines the progress that the 25 Fed. agencies studied have made in processing FOIA requests; determine the progress that the 25 agencies have made in developing open-line access to materials as required by e-FOIA ("electronic reading room" access); provide info. on the views of FOIA officials & requesters regarding the impact of the post-Sept. 11, 2001, environment on implementation; & determine what actions the Dept. of Justice has taken on previous recommendations.
