This book analyses the war against drugs, violence in streets, schools and families, and mining conflicts in Latin America. It examines the nonviolent negotiations, human rights, peacebuilding and education, explores security in cyberspace and proposes to overcome xenophobia, white supremacy, sexism, and homophobia, where social inequality increases injustice and violence. During the past 40 years of the Latin American Council for Peace Research (CLAIP) regional conditions have worsened. Environmental justice was crucial in the recent peace process in Colombia, but also in other countries, where indigenous people are losing their livelihood and identity. Since the end of the cold war, capitalism aggravated the life conditions of poor people. The neoliberal dismantling of the State reduced their rights and wellbeing in favour of enterprises. Youth are not only the most exposed to violence, but represent also the future for a different management of human relations and nature.
This book critically assesses the human security challenges faced by states, focusing on how and to what extent the state is influenced by global structures and operations. Having grown rapidly since the 1990s, the field of human security has spawned a wide variety of academic research. This research has helped to reconceptualize the notion of security, both broadening and deepening it, and it has created a space where unconventional and multidimensional forms of security inform international policy practices. However, while various issues and cases of human security have received growing academic attention and policy interest, many of the existing books on human security focus primarily on non-state actors. This leaves a key question unanswered: why do sovereign states take on leadership roles in promoting human security? To answer the question of why and how national governments influence international human security policy, this volume examines the domestic political factors and structures that mediate the range of policy choices. Important domestic variables include the ‘cultural match’ (e.g., ‘Does the country often favor multilateralism and promote a rule-bound international society?’), the nature of the political interests and realities that are present (e.g., ‘Does the country see the promotion of human security as a strategic choice?’), and the occurrence of important historical events such as wars, revolutions, or natural disasters (e.g., ‘Does the country, during the crisis, help to foster a new way of managing enduring security threats?’). In The Security Archipelago, Paul Amar provides an alternative historical and theoretical framing of the refashioning of free-market states and the rise of humanitarian security regimes in the Global South by examining the pivotal, trendsetting cases of Brazil and Egypt. Addressing gaps in the study of neoliberalism and biopolitics, Amar describes how coercive security operations and cultural rescue campaigns confronting waves of resistance have appropriated progressive, antimarket discourses around morality, sexuality, and labor. The products of these struggles—including powerful new police practices, religious politics, sexuality identifications, and gender normativities—have traveled across an archipelago, a metaphorical island chain of what the global security industry calls "hot spots." Homing in on Cairo and Rio de Janeiro, Amar reveals the innovative resistances and unexpected alliances that have coalesced in new polities emerging from the Arab Spring and South America's Pink Tide. These have generated a shared modern governance model that he terms the "human-security state."
This book examines security in Latin America through an environmental lens, at a time when this region faces a broad and growing spectrum of threats. The book considers the backdrop against which security debates about Latin America have been conducted; the extent to which scholarship has been dominated by traditional US strategic concerns; and how, in the changing context at the end of the Cold War, some policymakers within Latin America itself at both national and regional levels began to reposition security. It argues that traditional security scholarship focusing on military defence and strategic affairs in this region is hard to explain and out of date, and offers reasons why a new focus on environmental threats within a broader human security perspective has much to offer this field. Such a focus is justified by the scale of the challenges that environmental degradation is posing in Latin America, and the very real impact of climate change there. The book considers how the various theoretical possibilities of the term ‘environmental security’ all have some potential application to this region, where the natural environment is rapidly being securitized by military forces on behalf of their states. Finally, it proposes that a fruitful approach to Latin America might be one where human and environmental security have parity.
