Human and Societal Security in the Circumpolar Arctic addresses a comprehensive understanding of security in the Arctic, with a particular focus on one of its sub-regions – the Barents region. Greenland has increasingly captivated imaginations around the globe. Yet, while it is central to the Arctic region, its role has been poorly understood. Greenland in Arctic Security delivers a comprehensive overview of how security dynamics unfold in and in relation to Greenland. This book critically conceptualises positive security and explores multiple areas in global politics where positive security can be studied as an alternative to the existing understandings and practices of security. Structured through a framework on the practice and ethics of everyday security, the book defines positive security as a focal point of contextual and spatiotemporal moments that emerge through encounters with ‘the other’ in everyday politics. In these moments, an actor can show attentiveness and humility towards ‘the other’. The North American Arctic addresses the emergence of a new security relationship within the North American North. It focuses on current and emerging security issues that confront the North American Arctic and that shape relationships between and with neighbouring states (Alaska in the US; Yukon, Northwest Territories and Nunavut in Canada; Greenland and Russia). Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. The contributors argue that there are new regionally specific threats originating from a wide range of events and possibilities, and very different subjectivities that can be brought to understand the shape of Arctic security and security relationships in the twenty-first century.
This book intends to inform the key participants in extractive projects – namely, the communities, the host governments and the investors – about good practice for effective community engagement, based on analysis of international standards and expectations, lessons from selected case-studies and innovations in public participation. The extent of extractive industries varies widely around the Arctic as do governmental and social attitudes towards resource development. Whilst most Arctic communities are united in seeking investment to fund education, healthcare, housing, transport and other essential services, as well as wanting to benefit from improved employment and business opportunities, they have different views as to the role that extractive industries should play in this. Within each community, there are multiple perspectives and the goal of public participation is to draw out these perspectives and seek consensus. Part I of the book analyses the international standards that have emerged in recent years regarding public participation, in particular, in respect of indigenous peoples. Part II presents six case studies that aim to identify both good and bad practices and to reflect upon the distinct conditions, needs, expectations, strategies and results for each community examined. Part III explores the importance of meaningful participation from a corporate perspective and identifies some common themes that require consideration if Arctic voices are to shape extractive industries in Arctic communities. The Arctic-Barents Region is facing numerous pressures from a variety of sources, including the effect of environmental changes and extractive industrial developments. The threats arising out of these pressures result in human security challenges. This book analyses the formation, and promotion, of societal security within the context of the Arctic-Barents Region. It applies the human security framework, which has increasingly gained currency at the UN level since 1994 (UNDP), as a tool to provide answers to many questions that face the Barents population today. The study explores human security dimensions such as environmental security, economic security, health, food, water, energy, communities, political security and digital security in order to assess the current challenges that the Barents population experiences today or may encounter in the future. In doing so, the book develops a comprehensive analysis of vulnerabilities, challenges and needs in the Barents Region and provides recommendations for new strategies to tackle insecurity and improve the wellbeing of both indigenous and local communities. Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience.
