This report provides an overview of about twenty bioeconomy strategies, at international , national and sub-national levels. It analyses how these strategies have addressed sustainability issues. The report also provides a brief discussion on approaches used to develop bioeconomy strategies. Finally, it also discusses the action plans of 10 action plans related to some of these strategies,and some comncluding remarks.
In its 2020 communiqué, the International Advisory Council on Global Bioeconomy has urged to strengthen good practices and policies to advance the global bioeconomy. The transition from a fossil-based economy to a bioeconomy happens at three levels: technological, organizational and social. In particular, agri-food systems are key to achieve a shift to sustainable and circular production and consumption patterns, since they occupy the biggest share of the bioeconomy from an economic, value-added perspective as well as having potential for discovery and innovation. This Compendium outlines 250 sources of good practices and policies. It covers the entire continuum of economic sectors that have a stake in biological knowledge and resources. The Compendium, therefore, highlights the wide range of aspects that are included in the concept of the bioeconomy. Being an inherently multisectoral process that involves potential synergies and trade-offs among different sustainability objectives, the implementation of bioeconomy strategies presents greater challenges than activities that are focused on a single sector. The report also shows how good practices and policies contribute to the translation of bioeconomy strategies into coordinated actions for the achievement of local priorities and sustainability goals, while also addressing global issues. Overall, the review identifies a knowledge gap: Assessments do not always indicate if practices and policies have enough evidence of impact to be recommended as models that contribute to sustainability objectives of the bioeconomy. To address this, a context-specific approach described in Chapter 5, provides support for countries to make evidence-based decisions on policies and investments for the bioeconomy. The approach helps to identify good practices and policies ex-ante, which can help achieve common sustainability objectives of bioeconomy strategies that were presented in the 2019 FAO report, Towards sustainable bioeconomy - Lessons learned from case studies. Taken together, this Compendium and the 2019 report, provide practical guidelines and resources that can support decision-makers and stakeholders in bioeconomy systems to make progress towards reaching sustainable outcomes.
Research and innovation in the life sciences is driving rapid growth in agriculture, biomedical science, information science and computing, energy, and other sectors of the U.S. economy. This economic activity, conceptually referred to as the bioeconomy, presents many opportunities to create jobs, improve the quality of life, and continue to drive economic growth. While the United States has been a leader in advancements in the biological sciences, other countries are also actively investing in and expanding their capabilities in this area. Maintaining competitiveness in the bioeconomy is key to maintaining the economic health and security of the United States and other nations. Safeguarding the Bioeconomy evaluates preexisting and potential approaches for assessing the value of the bioeconomy and identifies intangible assets not sufficiently captured or that are missing from U.S. assessments. This study considers strategies for safeguarding and sustaining the economic activity driven by research and innovation in the life sciences. It also presents ideas for horizon scanning mechanisms to identify new technologies, markets, and data sources that have the potential to drive future development of the bioeconomy.
This guidance note describes a series of general steps to establish an effective and robust system to monitor the sustainability of the bioeconomy in a given country or macro-region. This note builds on lessons learned from existing experiences of national and macro-regional bioeconomy monitoring systems. It was jointly developed by the Food and Agriculture Organization of the United Nations (FAO) and the European Commission’s Joint Research Centre (JRC), under the mandate of the International Bioeconomy Forum.
Due to such factors as poor economic conditions, climate change, and conflict, food security remains an issue around the world and especially in developing nations. Rapid changes in technology over the last decade has brought a renewed focus on how information and communication technologies (ICTs) and application systems are deployed to improve rural competitiveness. Unfortunately, agricultural stakeholders in developing countries, particularly in Africa, have not been able to reap comparable benefits from adopting agricultural information systems as compared to their counterparts in the developed economies. Understanding the challenges that hinder the effective adoption of agricultural information systems and identifying opportunities or innovations is imperative to improve the agricultural sectors and overcome the problems in these developing economies. Opportunities and Strategic Use of Agribusiness Information Systems is an essential reference book that examines the key challenges that hinder the effective adoption of agricultural information systems. Moreover, it identifies and evaluates opportunities for the strategic deployment of ICTs and information systems to drive agricultural development for the benefit of agricultural sector stakeholders in emerging countries. The report begins by reviewing the evidence to date focussing on the magnitude and geographical distribution of food losses. In the next sections the role of energy in post-harvest losses is discussed. Thereafter, the main entry points within the food value chain where lack of access to energy is the dominant factor influencing food losses is discussed. This report outlines low cost and off-grid post-harvest cooling and processing technologies that can be made available in developing countries. These household to community scale evaporative cooling systems, solar assisted cooling systems and as well as solar drying systems that can help increase shelf life . Additionally, through case studies, focus is laid on assessing the technical and economic feasibility of cooling and processing technologies. Finally, recommendations are made that could be incorporated to further develop food loss strategies that can classify food value chains based on their energy demand. This will enable policy makers to quickly understand the main technologies for food preservation and processing that can be introduced based on the available energy sources in a given region.
In some cases, technology-based projects have revolutionized the way of living by contributing to job and wealth creation. FAO has been working for many years on non-food biomass products (including sustainable bioenergy) and biotechnology, and it received a mandate to coordinate international work on ‘food first’ sustainable bioeconomy by 62 Ministers present at the Global Forum for Food and Agriculture (GFFA) 2015. Moreover, FAO has received support from the Government of Germany to develop guidelines on sustainable bioeconomy development (Phase 1: 2016; Phase 2: 2017-mid 2020). This involves work on the bioeconomy monitoring, including the selection and use of indicators. The ultimate aim of FAO’s work on sustainability indicators is to provide technical assistance to countries and stakeholders in developing and monitoring sustainable bioeconomy, more particularly on identifying suitable indicators in line with the Sustainable Bioeconomy Aspirational Principles and related Criteria, agreed upon in 2016 by the International Sustainable Bioeconomy Working Group created in the context of FAO’s project on Sustainable Bioeconomy Guidelines. These indicators shall help both policy makers and producers/manufacturers in monitoring and evaluating the sustainability of their bioeconomy strategies and interventions. In order to cover all the relevant aspects and issues for a sustainable bioeconomy, our approach identifies impact categories from the sustainable bioeconomy principles and criteria. The monitoring approach suggested is balanced, since it considers the three sustainability dimensions (social, economic and environmental); at the same time, it proposes to use a limited set of core indicators, to keep the monitoring feasible and cost-effective. Bioeconomy is credited as being one of the key pillars for the FAO Strategic Framework 2022–2031 to support the achievement of the Sustainable Development Goals. [Author] More than 60 countries and regions have a dedicated bioeconomy or bioscience strategy today, and many more are already implementing the bioeconomy with plans and programmes, often also attempting to monitor and evaluate the progress towards the transition. [Author] Moreover, where trade-offs exist between different sustainability objectives, the bioeconomy offers an opportunity to realign the economy with the biosphere and account for the trade-offs in a holistic way. [Author] This toolbox provides a methodology to guide the development of bioeconomy strategies, and other elements to support its deployment, from dedicated governance systems, to monitoring frameworks to action on the ground.
