Herein, an interdisciplinary group of scholars analyze the possible technological impacts on civil society's development, drawing upon the «Horizon Scanning» methodology. The overarching aim of this collection is to broaden the spectrum of the social and technical imaginare. One specific objective is to analyze how technological advancements may influence the development of civil society in Russia, the former Soviet Union, and Central and Eastern Europe. A second is to assist those involved in such issues to make decisions in the context of possible future development scenarios.
This volume constitutes refereed proceedings of the 6th International Conference on Digital Transformation and Global Society, DTGS 2021, held as a virtual event in June 2021. Due to the COVID-19 pandemic the conference was held online. The 34 revised full papers and 4 short papers presented in the volume were carefully reviewed and selected from 95 submissions. Research and innovation in the life sciences is driving rapid growth in agriculture, biomedical science, information science and computing, energy, and other sectors of the U.S. economy. This economic activity, conceptually referred to as the bioeconomy, presents many opportunities to create jobs, improve the quality of life, and continue to drive economic growth. While the United States has been a leader in advancements in the biological sciences, other countries are also actively investing in and expanding their capabilities in this area. Maintaining competitiveness in the bioeconomy is key to maintaining the economic health and security of the United States and other nations. Safeguarding the Bioeconomy evaluates preexisting and potential approaches for assessing the value of the bioeconomy and identifies intangible assets not sufficiently captured or that are missing from U.S. assessments. This study considers strategies for safeguarding and sustaining the economic activity driven by research and innovation in the life sciences. It also presents ideas for horizon scanning mechanisms to identify new technologies, markets, and data sources that have the potential to drive future development of the bioeconomy.

Every new tractor now contains built-in sensors that collect data and stream it to cloud-based infrastructure. Seed and chemical companies are using these data, and these agribusinesses are a form of big tech alongside firms like Google and Facebook. The Immaculate Conception of Data peeks behind the secretive legal agreements surrounding agricultural big data to trace how it is used and with what consequences. Agribusinesses are among the oldest oligopoly corporations in the world, and their concentration gives them an advantage over other food system actors. Kelly Bronson explores what happens when big data get caught up in pre-existing arrangements of power. Her richly ethnographic account details the work of corporate scientists, farmers using the data, and activist “hackers” building open-source data platforms. Actors working in private and public contexts have divergent views on whom new technology is for, how it should be developed, and what kinds of agriculture it should support. Surprisingly, despite their differences, these groups share a way of speaking about data and its value for the future. Bronson calls this the immaculate conception of data, arguing that this phenomenon is a dangerous framework for imagining big data and what it might do for society. Drawing our attention to agriculture as an important new site for big tech criticism, The Immaculate Conception of Data uniquely bridges science and technology studies, critical data studies, and food studies, bringing to light salient issues related to data justice and a sustainable food system.
Embracing the theory and practice of strategic foresight and illuminating how different schools of thought regard its role in policy making, Tuomo Kuosa describes how something not traditionally considered an independent discipline, is steadily becoming one. Innovation offers potential: to cure diseases, to better connect people, and to make the way we live and work more efficient and enjoyable. At the same time, innovation can fuel inequality, decimate livelihoods, and harm mental health. This book contends that inclusive innovation – innovation motivated by environmental and social aims – is able to uplift the benefits of innovation while reducing its harms. The book provides accessible engagement with inclusive innovation happening at the grassroots level through to policy arenas, with a focus on the South-East Asian region. Focusing on fundamental questions underpinning innovation, in terms of how, what and where, it argues that inclusive innovation has social processes and low-tech solutions as essential means of driving innovation, and that environmental concerns must be considered alongside societal aims. The book's understanding of inclusive innovation posits that marginalized or underrepresented innovators are empowered to include themselves by solving a problem that they are experiencing.
