Yost suggests that the challenges for Western policy posed by Soviet ballistic missile defense (BMD) programs stem partly from Soviet military programs, Soviet arms control policies, and Soviet public diplomacy campaigns, and partly from the West's own intra-alliance disagreements and lack of consensus about Western security requirements.
2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Regional Missile Defense from a Global Perspective explains the origins, evolution, and implications of the regional approach to missile defense that has emerged since the presidency of George H. W. The Obama administration's overarching concept for American missile defense focuses on developing both a national system of limited ground-based defenses, located in Alaska and California, intended to counter limited intercontinental threats, and regionally-based missile defenses consisting of mobile ground-based technologies like the Patriot PAC-3 system, and sea-based Aegis-equipped destroyer and cruisers. The volume is intended to stimulate renewed debates in strategic studies and public policy circles over the contribution of regional and national missile defense to global security. Written from a range of perspectives by practitioners and academics, the book provides a rich source for understanding the technologies, history, diplomacy, and strategic implications of the gradual evolution of American missile defense plans. As part of a larger study of the strategic arms competition which developed after World War II between the U.S. and the U.S.S.R., this study of the two countries¿ strategies for air and ballistic missile defense addresses two broad subjects: (1) How did each country approach the problem of defense against the threat from the air? (2) Why did each country accent particular elements of an air defense strategy at various periods between 1945 and 1972? The first question concerns the means that leaders chose for defense against an increasingly sophisticated offensive threat. Includes several appendices of chronologies, tables, charts, maps and notes.
Spurred by a perceived growing ballistic missile threat from within the Asia-Pacific region and requests from the United States to support research and development on components of a missile defense system, the Japanese government decided in late 1998 and early 1999 to move forward with joint research and development with the United States on ballistic missile defense (BMD). But the decisions taken thus far commit Japan only to limited participation with the U.S. government on collaborative research and prototype production of theater missile defense (TMD) components. To date, Japan has undertaken no effort to develop or acquire a dedicated BMD system, nor has it assessed the larger political and strategic implications of a Japanese BMD system in any thorough or systematic manner. More important, no consensus has yet emerged in favor of the development or deployment of a full-fledged BMD system in Japan. Finally, Japan and the United States have not clarified: (1) how essential it is for Japan to participate in a more extensive program of joint research and development; (2) the extent of system interoperability that is desirable and achievable; or (3) the impact of a decision to deploy on the strategic environment in Asia.
