The report discusses the necessity for accurate reporting of Historically Underutilized Business Zone (HUBZone) small business subcontracting awards. Senator Christopher S. Bond requested a review to answer specific questions pertaining to subcontracting plans, monitoring compliance with subcontracting plans, and goals within the small business program, particularly the HUB Zone program. The request was in response to a concern that Defense problem contractors were apparently neglecting the HUBZone small business program. The audit examined subcontracting efforts by 16 Defense prime contractors with HUBZone small businesses, on DoD contracts awarded in FYs 2000 and 2001.
