Excerpt from Harnett County Thoroughfare Plan: March, 1995 The objective of thoroughfare planning is to enable the transportation network to be progressively developed to adequately meet the transportation needs of a community or region as land develops and traffic volumes increase. By not planning now for our future transportation needs, unnecessary costs to the physical, social, and economic environment may very well be incurred. Thoroughfare planning is a tool that can be used by local officials to plan for future transportation needs, while at the same time reducing the costs to our environment. The primary purpose of this report is to present the findings and recommendations of the thoroughfare plan study conducted for Hamett County. The secondary purpose of this report is to document the basic thoroughfare planning principles and procedures used in developing these recommendations. This report can be divided into three parts. The first part of the report, covered in Chapter 1, covers the highlights of the study. Chapters 2 and 3 provide a detailed description of the Thoroughfare Plan study recommendations and address different methods by which these recommendations can be implemented. The final chapter, Chapter 4, covers study procedure and findings. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Thoroughfare Plan for Lenoir County Following several meetings with the Lenoir County Planning Board, the Lenoir County Transportation Committee, and the Lenoir County Board of Commissioners (refer to Appendix C), a public hearing was held on February 2, 1998. No comments were received from the public. Following the public hearing, the Lenoir County Board of Commissioners unanimously adopted the Lenoir County Thoroughfare Plan dated November 3, 1997. The North Carolina Board of Transportation followed with adoption ofthe plan on June 5, 1998. Initiative for plan implementation will rest largely with the policy boards and citizens of the area. Highway needs throughout the State exceed available funding. Therefore, local areas should aggressively pursue funding for desired projects. It should be emphasized that the recommended plan is based on anticipated growth and development of the planning area as indicated by current trends and land use. Prior to construction of specific projects, a more detailed study will be required to reconsider development trends and to determine specific design requirements. Excerpt from Chatham County Thoroughfare Plan: October 1996 Recognizing the importance of planning for future transportation needs, Chatham County requested thoroughfare planning assistance from the North Carolina Department of Transportation (nguot) Statewide Planning Branch. This report is a documentation of the development of the 1996 Recommended Chatham County Thoroughfare Plan, shown in Figure 1. This study was initiated in August, 1995, to update the 1983 Chatham County Thoroughfare Plan. This Plan also shows the planning areas for towns that fall within the county limits and have adopted Thoroughfare Plans; those are Siler City and Pittsboro. For information on roads within those planning areas, as well as the 1983 Thoroughfare Plan, refer to the maps presented in Appendix A. Marked by the diversity of its land and the resilience of its people, Harnett County boasts a rich history characterized by military battles and local politics, notable figures and prominent industries, and the commitment of its people to improve their communities for future generations. From the steep hills and swift creeks of the Piedmont to the scrub oaks and barren soil of the Sandhills, from the Mingo Swamp to the Cape Fear River, Harnett County's topography has challenged and inspired newcomers for centuries, strengthening their spirit, hardening their resolve, and shaping each community they created. In the eighteenth century, stalwart pioneers began to establish settlements in the rough and varied landscape of the region that was one day to become Harnett County. Traveling along old Native American trails or following the watery highways of the Cape Fear River and its tributaries, these mainly European settlers-including a large influx of Highland Scots-made their way into the remote interior of the province, where they constructed modest cabins and set about farming the land. Through the years, the people of Harnett joined in the struggles to win freedom from England, to defend the South, and to battle the forces of evil on the other side of the world, but they also fought to build strong communities, such as Erwin, Lillington, and Dunn, and to enhance the daily lives of all county residents. Plank roads and canals, mills and iron works, railroads and academies, all served to connect citizens to the world beyond their doors and to advance the growing prosperity. Situated between the metropolitan cities of Raleigh and Fayetteville, the county begins the new century with a focus on developing industry and fostering the pride so deeply felt by all who call Harnett County home.
