Unfortunately, after an exhaustive search, we were unable to locate Chapter 9, EQUIPMENT. Chapters 8 and 10 were planned, but never published. Most of the text is legible, but some is very small. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Organizational principles of the Soviet Armed Forces, including a discussion of Soviet concepts of cadre organization, centralization, and unity of command are covered in Chapter One. The next chapter is concerned with the relationship between the Communist Party of the Soviet Union and its Armed Forces, and more specifically between the Party's Central Committee, the Main Political Directorate, the Ministry of Defense, and the Party organizations in military units. Much of this information is pertinent even today and the principles presented continue to be inculcated throughout the Russian armed forces.
