Many societies use labor market coordination to maximize economic growth and equality, yet employers' willing cooperation with government and labor is something of a mystery. The Political Construction of Business Interests recounts employers' struggles to define their collective social identities at turning points in capitalist development. Employers are most likely to support social investments in countries with strong peak business associations, that help members form collective preferences and realize policy goals in labor market negotiations. Politicians, with incentives shaped by governmental structures, took the initiative in association-building and those that created the strongest associations were motivated to evade labor radicalism and to preempt parliamentary democratization. Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. Global governance is no longer a matter of state cooperation or bureaucratic politics. Since the end of the cold war, advocacy groups have proliferated and enjoyed increasing access to global governance institutions such as the European Union, World Trade Organization, and the United Nations climate conferences. This book seeks to push theories of interest groups and international non-governmental organizations forward. It argues that the advocacy group effects on global governance institutions are best understood by examining how groups use and shape domestic and global political opportunity structures. Chapters examine how, when, and why domestic and global political opportunity structures shape advocacy group effects in global governance, across global institutions, levels of government, advocacy organizations, issue areas, and over time. As special interests are becoming increasingly involved in global governance, we need to better understand how advocacy organizations may impact global public goods provision.
The theory and concept of multi-level governance (MLG) is a fairly recent one, emerging from the deepening integration of the European Union in the early 1990s and the development of free trade agreements around the world. MLG enlarges the traditional approaches, namely those of neo-institutionalism and multinational federalism, by offering a better understanding of the role of the state, regions and provinces. The book analyses the changes that have taken place as well as those that might take place in the future.
