Local government passed unscathed through the political and economic upheavals which followed the Great Depression. Contemporary commentators had every reason to look forward to continued growth and expansion in the role of local government, which was seen as the main vehicle for the social programmes of the comeing Welfare State. That optimism was misplaced. Many of the trends of the early twentieth century have been reveresed. From the vantage point of 1985, local government was in crisis so severe that its continued existence was called into question. Despite much recent interest in the area of urban governance, little work has been done on the changing ethical standards of urban leaderships, 'governing' institutions or the policing of public life. Yet the issue of ethical standards in public life has become a central concern in contemporary public discourse; with issues of public probity, moral order and personal standards re-emerging as central features of political debate. This volume places these debates into their historical perspective by examining the linkages between processes of 'modernisation', urbanisation and the ethical standards of governance and public life. It considers how ethical debates arise as a result of differential access to positions of authority and from competition for public resources. The contributions are drawn from a wide range of scholarly and disciplinary backgrounds and provide a broad analysis of the phenomenon of corruption, assessing how debates about corruption arose, the narratives used to criticise established modes of public conduct and their consequences for urban leadership.
This book provides an insightful sociological study of the declining Japanese population, using statistical analysis to establish the significance of municipal power using demographic data on national, regional, prefectural and municipal levels. Penned by one of Japan's eminent sociologists, it provides a quantitative characterization of population decline in Japan with a focus on regional variation, and identifies the principal explanatory factors through GPI statistical software tools such as G-census and EvaCva, within a historical perspective. Furthermore, it offers a qualitative assessment of what constitutes ‘municipal power’ as this relates to regional/local revitalization as a means of addressing municipal population decline. Using Goki-Shichido as a theoretical framework, this book pays special attention to municipal variations within the same prefecture, presenting a completely unique approach. This is a coherent and integrated set of essays around the theme of governance addressing a wide range of questions on the organisation and legitimation of authority. At the heart of the book is a set of topics which have long attracted the attention of urbanists and urban historians all over the world: the growth and reform of urban local government, local-centre relationships, public health and pollution, local government finance, the nature of local social élites and of participation in local government. Approaching these topics through the concept of governance not only raises a series of new questions but also extends the scope of enquiry for the historian seeking to understand towns and cities all over the world in a period of rapid change. Questions of governance must be central to a variety of enquiries into the nature of the urban place. There are questions about the setting of agendas, about when a localised or neighbourhood issue becomes a big city or even national political issue, about what makes a ’problem’. This book seeks to trace the main dimensions of recent conflicts between central departments of governments and local authorities and to reveal something of their significance. It does so by focusing on the role of law in shaping the central-local government relations which is neglected in many contemporary studies and yet is of vital importance in identifying the character of that relationship. Precisely why they should be so is not self-evident. The main objective of this introduction therefore is to highlight the importance of this dimension to the study of central-local relations and then to explain the way in which the key themes of the study are to be addressed. One highly significant aspect of the study is the identification of a process of juridfication which is only gradually becoming clear. This has not only been a major undertaking, it has also been a highly complex, ambiguous, confusing, and frustrating activity. This has caused problems for government and for the judiciary and not surprisingly there have been expressions of discomfort on all sides. This book helps to explain where the process may have gone wrong and why ultimately it may be an objective which cannot be realised. Ultimately what the book seeks to demonstrate is that the issues raised by the government of central-local relations transcend the institution of local government and are directly linked to our system of parliamentary democracy. Furthermore the author argues that the system of central-local government relations has evolved in such a way that it reveals a great deal about our tradition of public law. An examination of these issues through an explication of the themes of legality and locality therefore requires the reader to address basic questions about the nature of contemporary British government.
