This book breaks down the outcomes of stabilization operations including those related to establishing or enhancing safety and security, institutions of governance, rule of law, social well-being, economic development, access to education and health care, infrastructure development, reducing corruption and all the associated elements for shoring up fragile communities. These are analyzed through the unusual lens of the US post-Civil War case of Reconstruction, and lessons are identified for improving outcomes for future stabilization missions. The book is designed to be accessible to military advisors, international development professionals, students, policymakers and planners, and all who are involved in peacebuilding in the field, not only in the ivory tower.
This paper builds on the Guiding Principles for Stabilization and Reconstruction manual and the Measuring Progress in Conflict Environments (MPICE) metrics framework. The Guiding Principles manual outlines strategic principles for conducting stability and reconstruction (S&R) operations and serves as a foundation for the development of S&R mission priorities. The manual espouses five major end states and seven cross-cutting principles to guide the execution of S&R missions. The MPICE companion publication provides recommended objectives, goals, indicators and measures for each of the five end states, but does not include measures for the seven cross-cutting principles. Based on the research conducted, the paper proposes outcome-based objectives, goals, indicators and measures for measuring progress for the first four of the seven cross-cutting principles of the stabilization and reconstruction framework. A discussion on why S&R competencies remain important to the U.S. military, the contemporary environment in which these missions are being conducted and the evolution of metrics in the S&R community are also included.
U.S. experiences in Iraq and Afghanistan have demonstrated that improving U.S. capacity for stabilization and reconstruction operations is critical to national security. To help craft a way ahead, the authors provide an overview of the requirements posed by stabilization and reconstruction operations and recommend ways to improve U.S. capacity to meet these needs.

In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

It seeks to aid heritage managers and decision makers in understanding their roles and responsibilities inn this essential activity. Volume 1 (Guiding Principles) explains why heritage managers must make sure that heritage information fully integrated into all research, investigation and conservation activities. Through the discussion of basic principles, benefits and new approaches, it assists those in charge of preserving immovable cultural heritage by bringing current heritage information practices to a new level. By recording we create a reference for evaluating change and add to the understanding of a site. By documenting we guarantee that information is systematically collected and preserved for future use. By managing the information we make it available and provide a basis for sharing our knowledge and understanding. Volume 2 presents illustrated examples from around the world. Good documentation of a site allows for better understanding of the site's value. Recognizing value and significance is often the first step toward a site's eventual conservation. The information obtained through the documentation process allows conservation professionals to record current conditions, consider appropriate conservation options, plan interventions, apply treatments, and finally, measure the results of their efforts. Documentation can be a tool in resolving a conservation issue. This volume presents several illustration examples from around the world, in various stages of conservation.
How can the Army help make key civilian agencies more capable partners in stability, security, transition, and reconstruction (SSTR) operations? The authors identify the civilian agencies that should be involved in such operations, then locate the necessary skill sets. They then assess the capacity of the civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so.
This edited volume provides a critical overview of the new stabilization agenda in international relations. The primary focus of so-called stability operations since 9/11 has been Afghanistan, Pakistan and Iraq. Covering the wider picture, this volume provides a comprehensive assessment of the new agenda, including the expansion of efforts in Latin America, the Caribbean, Sub-Saharan Africa and South and Southeast Asia. By harnessing the findings of studies undertaken in Brazil, Colombia, Haiti, Jamaica, Kenya, Democratic Republic of the Congo (DRC), Sudan and Sri Lanka, the volume demonstrates the impacts – intended and otherwise – of stabilization in practice. The book clarifies the debate on stabilization, focusing primarily on the policy, practice and outcomes of such operations.
