This report is a handbook/guide for the shipbuilding and ship repair industry to develop Best Management Practices (BMPs). Thus, the handbook may be useful for fulfilling various federal, state, and local environmental requirements. This guide was prepared to supply generally acceptable BMPs that can be applied to shipyards throughout the nation. The BMPs are written in a generic nature to allow for various shipyard sizes and geographical locations. Specific BMPs need to be developed for individual shipyard permits based upon local requirements and circumstances. The BMPs supplied in this guide address water quality issues and suggest methods to minimize the potential for water pollution. In many cases, the BMPs supplied in this document overlap existing laws and regulations (i.e., Spill Prevention Control Countermeasure Plan). The Best Management Practices (BMPs) developed by this project and published in this document are guidelines to assist in the control and prevention of potential water pollution in the shipyard environment. These recommendations or guidelines are intended to be interpreted and applied by environmental engineers and other qualified persons trained in this discipline. The BMPs are not developed for use as legal standards and the National Shipbuilding Research Program (NSRP) does not advocate their use as such. However, it is recommended that individuals and organizations use these recommendations and guidelines as a supplement to their environmental program.
