This document is a guidance for practitioners seeking to design climate change interventions with greater potential to exert transformational change (TrC). It has a series of guiding sheets with recommendations on how to introduce insights of TrC in the tools, methods, and approaches (TMAs) used for climate programming. These TMA guiding sheets cover: theory of change, market, economic and gender analyses, feasibility studies, among others. Each uses real-world examples of investments in renewable energies, sustainable forest management, climate resilience and clean technologies.
The term "Green City" has many different meanings to different people. There is no universal solution that can be applied to every city. Adaptable, responsive, and innovative solutions that differ from one place to another enable Green Cities to emerge in various forms and enable us to recognize the variation and dynamism of cities. Green Development considers how to improve and manage the overall quality and health of water, air, and land in urban spaces; its correlation with hinterlands and wider systems; and the resultant benefits derived by both the environment and residents. This tool kit is a reference for Asian Development Bank staff, consultants, and city leaders that introduces key concepts of Green City development and identifies crosscutting issues that help in designing urban programs to support city development in a green and sustainable manner. It outlines a three-step city assessment framework and provides a summary of existing tools and resources for green and sustainable development.
This publication aims to present a step-by-step methodological approach to assist project teams assess and incorporate climate change adaptation measures into investment projects in agriculture, rural development, and food security. While the focus of the publication is at the project level, an improved understanding of climate change impacts should also be used to incorporate climate change considerations into agriculture planning and policy at the country level. Though rural development projects include irrigation, rural infrastructure, agriculture production, and natural resource management, this report focuses mainly on irrigation infrastructure projects and agriculture production projects.
The Public Investment Management (PIM) Reference Guide aims to convey country experiences and good international practices as a basis for decisions on how to address a country-specific PIM reform agenda. The country references are drawn largely from previous diagnostics and technical assistance reports of the World Bank. The application of country diagnostics and assessments has revealed a need to address the following issues when undertaking a country reform in PIM: • Clarification of the definition and scope of public investment and public investment management • Establishment of a sound legal, regulatory, and institutional setting for PIM, making sure it is linked to the budget process • Allocation of roles and responsibilities for key players in PIM across government • Strengthening of guidance on project preappraisal, appraisal, and selection-prioritization procedures and deepening of project appraisal methodologies • Integration of strategic planning, project appraisal-selection, and capital budgeting • Management of multiyear capital budget allocations and commitments • Efforts to address effective implementation, procurement, and monitoring of projects • Strengthening of asset management and ex post evaluation • Integration of PIM and public-private partnership (PPP) in a unified framework • Rationalization and prioritization of the existing PIM project portfolio • Development of a PIM database and information technology in the form of a PIM information system. The PIM Reference Guide does not seek to provide definitive answers or standard guidance for the common PIM issues facing countries. Nor does it seek to provide a detailed template for replication across countries: this would be impossible given the diversity of country situations. Instead, each chapter begins with an overview of the specific reform issue, lists approaches and experiences from different countries, and summarizes the references and good practices to be considered in designing country-specific reform actions.
Learning in Development tells the story of independent evaluation in ADB from its early years to the expansion of activities under a broader mandate points up the application of knowledge management to sense making, and brings to light the contribution that knowledge audits can make to organizational learning. It identifies the 10 challenges that ADB must overcome to develop as a learning organization and specifies practicable next steps to conquer each. The messages of Learning in Development will echo outside ADB and appeal to the development community and people having interest in knowledge and learning.
