This book succinctly describes how a large hydro dam in a poor country with weak capacity was successfully prepared by a truly global development and financial partnership, by turning the natural resource curse on its head and tapping the state of the art to mitigate environmental and social impacts.
The water resources of the Mekong river catchment area, from China, through Thailand, Cambodia and Laos to Vietnam, are increasingly contested. Governments, companies and banks are driving new investment in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional "development." Their plans and interventions pose multiple burdens and risks to the livelihoods of millions of people dependent on wetlands, floodplains, fisheries and aquatic resources.
This book is a history of the Asian Development Bank (ADB), a multilateral development bank established 50 years ago to serve Asia and the Pacific. Focusing on the region’s economic development, the evolution of the international development agenda, and the story of ADB itself, this book raises several key questions: What are the outstanding features of regional development to which ADB had to respond? How has the bank grown and evolved in changing circumstances? How did ADB’s successive leaders promote reforms while preserving continuity with the efforts of their predecessors? ADB has played an important role in the transformation of Asia and the Pacific the past 50 years. As ADB continues to evolve and adapt to the region’s changing development landscape, the experiences highlighted in this book can provide valuable insight on how best to serve Asia and the Pacific in the future.
The AQUASTAT Programme was initiated with a view to presenting a comprehensive picture of water resources and irrigation in the countries of Africa, Asia, Latin America and the Caribbean and providing systematic, up-to-date and reliable information on water for agriculture and rural development. This report presents the results of the most recent survey carried out in the 22 countries of the Southern and Eastern Asia region, and it analyzes the changes that have occurred in the ten years since the first survey. Following the AQUASTAT methodology, the survey relied as much as possible on country-based statistics and information.
Despite the East Asia and Pacific (EAP) region's impressive economic growth, over 1 billion of its people still lack access to electricity and modern cooking solutions. To achieve universal access to modern energy by 2030, this book exhorts EAP countries to advance simultaneously on two paths: (1) accelerate programs for grid and off-grid electricity through appropriate policies and innovative technologies; and (2) scale up access to clean cooking fuels and efficient cooking stoves, particularly for biomass in poor rural areas.
It is thought that Laos is home to no fewer than forty-seven ethnic groups. The Lao, who live in the plains, form half the country's population thereby constituting the country's predominant culture. Laos is also home, however, to many mountain minorities that live with their own languages, beliefs and aesthetic traditions. A large number of these local cultures, some of them of great antiquity, have managed to survive in spite of the ups and downs of regional history. None the less, this exceptional cultural diversity, which forms part of the rich national heritage of Laos, is currently under threat--in particular the intangible heritage of the oral, gestural, musical and ritual kind that relies entirely on memory.
This evaluation examines the relevance and effectiveness of Poverty Reduction Support Credits (PRSCs), introduced by the Bank in early 2001 to support comprehensive growth, improve social conditions, and reduce poverty in IDA countries. PRSCs were intended to allow greater country-ownership, provide more predictable annual support, exhibit more flexible conditionality, and strengthen budget processes in a results-based framework. By September 2009, the Bank had approved 99 PRSCs totaling some $7.5 billion and representing 38% percent of IDA policy based lending. The evaluation finds that in terms of process, PRSCs were effective in easing conditionality, increasing country ownership and aid predictability, stimulating dialogue between central and sectoral ministries, and improving donor harmonization. In terms of content, PRSCs succeeded in emphasizing public sector management and pro-poor service delivery. Yet in terms of results, it is difficult to distinguish growth and poverty outcomes in countries with PRSCs from other better performing IDA countries. There is scope for further simplifying the language of conditionality and underpinning PRSCs with better pro-poor growth diagnostics. PRSCs can also strengthen their results frameworks and limit sector policy content in multi-sector DPLs to high-level or cross-cutting issues. Today, Bank policy has subsumed PRSCs under the broader mantle of Development Policy Lending and the rationale for a separate brand name although differences linger from the past. Since PRSCs and other policy-based lending have gradually converged in design, remaining differences compared to other Development Policy Loans should be clearly spelled out, or the separate PRSC brand name should be phased out.
By the year 2000, the world had built more than 45,000 large dams to irrigate crops, generate power, control floods in wet times and store water in dry times. Yet, in the last century, large dams also disrupted the ecology of half the world's rivers, displaced tens of millions of people from their homes and left nations burdened with debt. Their impacts have inevitably generated growing controversy and conflicts. Resolving their role in meeting water and energy needs is vital for the future and illustrates the complex development challenges that face our societies. Rapid globalization has led to increased flows of capital, services, ideas, information, and people between countries. As such, problems and challenges that face one nation often have a rippling impact throughout the region and globally. The growing list of cross-border issues cannot be resolved by isolated policy action at the national or subnational levels. It is essential to forge strategic alliances at the regional level that support the development of consolidated approaches for dialogue and action. This book discusses regional governance mechanisms and institutional arrangements to respond to emerging cross-border issues and trends in Asia and the Pacific, such as the movement of people including refugees and illegal migrants, regional trade integration for human development, effective and efficient water management, human trafficking, and health issues focusing on infectious disease surveillance and response. While examining the impact of governance on these issues, the book considers these questions: What are the key cross-border governance issues in Asia? What are the regional governance mechanisms to cope with these issues? How effective are the regional mechanisms and national institutional capacities in responding to these issues?
