The use of e-government as a tool to reduce government corruption is dependent on strategic implementation of a government records management system. Government records are a major resource, and proper records management facilitates transparency, accountability, and the efficient conduct of government operations. Good records management is essential to good governance and good e-governance is dependent on good e-records management. Good e-records management can be integrated with knowledge management to increase efficiency of government operations and to provide Information and Communication Technology (ICT) supported opportunities for transparency and accountability. E-governance applications that facilitate increased efficiency, transparency and accountability can be used to implement anti-corruption strategies. Many countries experience high levels of corruption. Corruption, defined as the abuse of public power for personal gain, has social and moral costs, and impedes economic growth. E-governance applications have the potential ability to impede the drivers of corruption, but e-government is merely an administrative tool. The appropriate use of this tool depends on the strategic implementation of e-government taking into consideration certain factors influencing the success of anti-corruption e-governance applications. In this paper, I examine and analyze the literature on e-government, e-records management and corruption and I make recommendations for the successful application of e-government to corruption reduction. Themes explored in the relevant literature include: types of corruption, and suitability of anti-corruption strategy to corruption type; leadership, strategic planning and stakeholder buy-in; legislation; policy development; and institutional culture; and the role of records management professionals. My analysis of the relevant literature yields recommendations for the successful use of e-government to reduce corruption.

Many anti-corruption efforts have had only a minimal effect on curbing the problem of corruption. This book explains why that is, and shows readers what works in the real world in the fight against corruption, and why. Counter-corruption initiatives often focus on the legal, institutional, and contextual factors that facilitate corrupt behavior, but these have had only nominal impacts, because most of these reforms can be circumvented by government officials, powerful citizens, and business people who are relentless in their quest for self-interest. Citizens Against Corruption: Report From The Front Line tells the story of how groups of courageous and dedicated citizens across the globe are taking direct action to root out corruption. It shows how people are no longer prepared to accept the predatory activities of dishonest officials and are challenging their scams. It draws on over 200 unique case studies that describe initiatives undertaken by 130 civil society organisations (CSOs) which engage directly with public agencies to stop the bribery and extortion that damages peoples’ lives and obstructs social and economic progress. This book challenges the notion that, at best, civil society can only have a marginal impact on reducing corruption and argues that aid donors need to radically rethink their assistance for governance reform.Part 1 analyses the role citizens can play in fighting corruption and promoting good governance and briefly tells the story of the Partnership for Transparency Fund (PTF). Part 2 presents studies of India, Mongolia, Philippines, and Uganda – each with its unique history and distinctive circumstances – to illustrate activities undertaken by CSOs to root out corruption, including the tools and approaches that are being used to build pressure on corrupt public agencies to become transparent and accountable. The study aims to evaluate the implementation of fraud and anti-corruption strategies and policies with particular reference to the Department of Arts and Culture. The misuse of public funds by greedy individuals is alarming. Allegations of corruption are increasingly implicating to government officials and high ranking officials, which leads to a lack of good governance in the public sector and lack of trust by the ordinary citizens of this county in their leaders and the government systems that are in place. Government has capacitated itself with human resource capital to ensure that service delivery improves and that the country is steered into the right direction both socially and economically. Government has also put in place anti-corruption strategies for the public service that public servants must adhere to in order to ensure that corruption is curbed, but with all the systems and process in place the public service still finds itself having to deal with cases of corruption and misuse of funds. The DAC is a national department and subscribes to the anti-corruption strategies of government. The purpose of this study is to evaluate the implementation of anti-corruption strategies in the Department of Art and Culture by analysing current fraud prevention strategies and policies. This research study analyses and assesses current methods used to combat corruption in the DAC and systems and methods to monitor corruption in the public service and with the possibility of benchmarking those new approaches for use by the DAC. The study emphasises the roles of employees and senior managers in the DAC and also looks into issues of professionalism and moral behaviour as one of the tools that can assist in curbing the problem of corruption. The research method used in this study to unsure that the objectives of the study are achieved is a qualitative research approach. A desk top method and referring to textbooks, articles and journals was the method that was utilised. The findings of the study proved that even though the DAC is commended for developing and putting in place anti-corruption strategies and policies there are still challenges in terms of implementation. As a result, the study made some recommendations after the numerous arguments with regards to the subject matter were presented. This is done in an effort to ensure that there is effective policy implementation and adherence to the rule of law.
