By demonstrating that Western conceptions of 'civil society' have provided the framework for interpreting societies in the Global South, Decolonizing Civil Society in Mozambique argues that it is only through a critical deconstruction of these concepts that we can start to re-balance global power relationships, both in academic discourse and in development practices. Examining the exclusionary discourses framing the support for Western-type NGOs in the development discourse - often to the exclusion of local social actors - this book dissects mainstream contemporary ideas about 'civil society', and finds a new means by which to identify local forms of social action, often based in traditional structures and spiritual discourses. This Diagnostic Report on Transparency, Governance and Corruption for the Republic of Mozambique highlights that the economy is at a turning point, and efforts to address governance and corruption vulnerabilities can have a lasting positive impact. The current levels of public debt have caused us to take a hard look at our governance and anticorruption framework and have prompted various reforms to address the vulnerabilities exposed in this framework. The governance and anticorruption framework is not consistently or comprehensively enforced. The rule of law is undermined by the insufficient implementation of existing legislation and regulations, including, in some cases through the absence of necessary regulations and explanatory guidelines. Civil society, the private sector, and the development partners in Mozambique also have critical roles to play. In addition, issues related to poor governance and corruption cannot be effectively addressed unless similar attention is paid to their transnational aspects, which need to be handled at a regional and global level, in multilateral and other international fora.

This study aimed to research the political economy of the production and use of governance indicators in Mozambique, and focused on four major areas of governance. The study is intended to assist the UNDP and EC in their work at the country level by supporting country-led processes of producing and by providing the executive with governance indicators for use in the National Development Plan. The research was conducted in Maputo over the three-month period, April, May and June 2010. A team of CEDE researchers and associates undertook the study that covered a literature review, as well as a review of documents drawn from a number of Government and non-governmental agencies. The main primary data was produced after face-to-face interviews with key stakeholders, including Government representatives, members of Parliament, parliamentary staff, donors and civil society organisations. The study also benefited from the research team's extensive experience and long-term work with key institutions of governance in Mozambique. Special attention was paid to developmental issues, the Five-Year Government Plan, the working of Parliament, the preparation of APRM and the dynamics of production and use of indicators in the decentralisation process.
