While diplomacy is a well-established topic for study, global governance is a relatively new arrival to the conceptual landscape of international relations. At first glance the two exist in separate worlds. This book examines the relationship between these two concepts for the first time in a comprehensive manner.
Nations, even the most powerful, cannot cope by themselves with many of the problems confronting them. Collective efforts are needed, and diplomacy is a key element in this process. This text examines how diplomacy serves global governance, how the diverse international actors use it, and what it accomplishes. The focus is on diplomatic practice, looking at the diverse methods used by the international actors involved and how they contribute to its effectiveness. The first section examines how various levels of international actors practice diplomacy. Nation states are still key actors and they use many methods in embassies, international conferences, international organizations, summit meetings, and more. International organizations are both a forum for multilateral diplomacy and a major set of international actors still growing in significance for global governance diplomacy. In addition, a multiplicity of regional or limited membership institutions play a role in global governance. At the transnational level, there is the increasing role of civil society institutions and nongovernmental organizations in international affairs. This is where a new kind of international actors is found, unevenly contributing to global governance diplomacy beyond the control of public authorities. The second section explores the functional level, looking at how diplomacy operates in five areas of global governance: peace and security, economic governance, social issues, human rights, and environmental protection. Each of these presents different challenges for global governance diplomacy and requires the development of different diplomatic strategies and new techniques. Some of the issues are more amenable to global governance while others, such as the eradication of global poverty remain fairly intractable. The text extends beyond the usual description of diplomatic apparatus and dynamics to explore “diplomacy at work” in specific, current policy areas that are very relevant to the present debates in international politics.
The book argues that looking at global cities can bring about three fundamental advantages on traditional IR paradigms. First, it facilitates an eclectic turn towards more nuanced analyses of world politics. Second, it widens the horizon of the discipline through a multiscalar image of global governance. Third, it underscores how global cities have a strategic diplomatic positioning when it comes to core contemporary challenges such as climate change.
Traditional diplomacy is based on the notion of competing nation-states, each attempting to maximize its autonomy and independence. This notion is at odds with today's world in which even mighty states are enmeshed in a web of interdependence. Much of the world's economy, information, industry, and culture have become global. Given these massive changes, argues Thomas Nowotny, much of traditional diplomacy has become redundant and sometimes counterproductive. Notwithstanding worldwide interdependence, states still anchor this complex global system. In a timelier version of their craft, diplomats retain an important function in safeguarding and shaping that worldwide interdependence. They are trained to transform differences into consensus and to navigate zones of conflict. But to do so effectively, and to meet today's challenges, they will have to adjust their ways and institutions. Nowotny bases his arguments on his unique experiences in internal organizational politics and in bilateral and multilateral international diplomacy, as well as on his theoretical reflections as an academic. His work aims to merge lessons from these distinct spheres into one comprehensive whole, intertwining practice and theory. To affect outcomes one, thus, has to deal with practice and theory at the same time. This is what Novotny aims to achieve, and he succeeds admirably.

This book provides the first analysis of the Trilateral Commission and its role in global governance and contemporary diplomacy. In 1973, David Rockefeller and Zbigniew Brzezinski founded the Trilateral Commission. Involving highly influential people from business and politics in the US, Western Europe, and Japan, the Commission was soon preceived as constituting an embryonic or even shadow world government. As the first researcher to have accessed the Commission’s archives, the author argues that this study demonstrates that global governance and international diplomacy should be considered a product of overlapping elite networks that merge informal and formal spheres across national borders. This work has three immediate aims: to trace the background, origins, purposes, characteristics, and modus operandi of the Commission; to investigate the elite aspect of the Commission and how this related to democracy; and to demonstrate how the Commission contributed to diplomatic practices and policy-formulation at national and international levels. The overall purpose of this book is to evaluate the significance of the Trilateral Commission, with particular focus on the implications of its activities on the way we understand decision-making processes and diplomacy in modern, democratic societies.
