Germany has a strong skill development system. The country’s 15‐year‐old students performed above the OECD average in the last (2018) edition of the Programme for International Student Assessment (PISA), continuing a trend of significant improvement since PISA’s first edition in 2000.

Countless studies analyse the impact of these megatrends on the world of work and document how job profiles are changing. The growing demand for high-level cognitive skills and complex social interaction skills is challenging particularly low-qualified workers.

Small and Medium-sized Enterprises (SMEs) face special barriers to investing in human capital because of their size and more limited access to information and capital markets. In the context of considerable labour market change, many adults in Canada are being challenged to consider alternative career paths, and to upskill or retrain. Career guidance has the potential to facilitate employment transitions: not only from the education system to the labour market, but also from unemployment to employment, and from declining to growing sectors.
Skill shortages in the Finnish labour market are increasingly apparent and there are growing concerns about the supply of higher-level skills, given demographic change and stagnating educational attainment levels. Finland’s skill development system must get future-ready. This report analyses the status quo of the Finnish continuous learning system for adults, highlights its key challenges and makes actionable policy recommendations.
Ageing populations and rising skill demands have heightened expectations that higher education systems will widen their offer of continuing education and training (CET) for adults aiming to renew or augment their skills at an advanced level. CET is becoming increasingly important for maintaining a highly skilled workforce also in Germany, and particularly in the state of Brandenburg.
Building on the OECD’s Framework of Responsiveness and Resilience in Education Policy, as well as analysis of international policies and practices from over 40 education systems, this report identifies three policy areas that education policymakers can undertake in 2023: 1) enhancing the relevance of learning pathways, 2) easing transitions throughout learners’ pathways, and 3) nurturing learners’ aspirations. Lessons emerging from recent policy efforts are synthesised into key policy pointers for 2023.

This report provides an international benchmarking of Germany’s artificial intelligence (AI) ecosystem and discusses progress in implementing its national AI strategy. The report draws on quantitative and qualitative data and insights from the OECD.AI Policy Observatory and from the OECD Programme on AI in Work, Innovation, Productivity and Skills (AI-WIPS) – an OECD research programme financed by the German Federal Government – and results from a series of interviews with a wide range of stakeholders in Germany. The review discusses Germany’s strengths, weaknesses, opportunities, and challenges in AI, and provides recommendations to steer AI policy in Germany in the coming years. The evidence is presented according to the core focus areas outlined in Germany’s national AI strategy, which include: 1) minds; 2) research; 3) transfer and applications; 4) the world of work; 5) policy and regulatory frameworks; and 6) society. Furthermore, the report discusses AI infrastructure and it includes three sector spotlights on AI in the public sector, AI and environmental sustainability and AI and healthcare.
