Although Germany has been a major international player in Africa ever since West Germany's readmission to international politics after 1955, surprisingly little has been written about this topic, and even less reliable knowledge has been established. This study poses the need for a review of Germany's relations with the African continent over the past decades. It challenges scholars to fill the factual gaps that characterize the state of research so far. This paper deals with Germany's new Africa policy. The Federal Ministry for Economic Cooperation and Development (BMZ) presented a new Africa concept in January 2017. The BMZ wants to counter the further marginalisation of Africa with inclusive and sustainable growth. Chancellor Angela Merkel will explain her new policy for Africa at the G20 summit in Hamburg in July 2017, in an attempt to gain the approval of the other G20 members for focused cooperation with Africa. The paper argues that it remains solely the duty of African states to take their development into their own hands. Cooperation can support this process, but it cannot assume what is each state's individual responsibility. The Marshall Plan with Africa aims to develop a joint agenda with the countries of Africa. Yet because the African countries did not participate in developing the concept, the plan derived so far is more of a plan for Africa, identifying which measures the BMZ would like to implement in order to contribute to sustainable and inclusive economic growth in Africa. Africa is becoming increasingly differentiated, and developing a joint strategy with individual countries or groups of countries that reflects the varying speeds at which changes are occurring would be a decisive step. The plan does not cover sufficient ground on this issue. In order to develop a coherent Africa concept for the German federal government, the participation of the most important ministries needs to be improved, and the chancellor needs to be in charge of the overall management. The paper concludes that Germany's Africa policy needs to be redesigned. The Marshall Plan has generated a shift, but it does not provide sufficient guidance to new horizons and away from the well-beaten track of traditional development cooperation. The departure to a new age that is defined by increased cooperation with democratic African countries which are capable of reform, and by a courageous and consistent stance in relation to non-democratic countries, has not yet taken place.

Namibia’s main liberation movement, the South West Africa People’s Organisation (SWAPO), relied heavily on outside support for its armed struggle against South Africa’s occupation of what it called South West Africa. While East Germany’s solidarity with Namibia’s struggle for national self-determination has received attention, little research has been done on West Germany’s policy towards Namibia, which must be seen against the backdrop of inter-German rivalry. The impact of the wider realities of the Cold War on Namibia’s rocky path to independence leaves ample room for research and new interpretations. In West Germany and Namibia’s Path to Independence, 1969-1990: Foreign Policy and Rivalry with East Germany, Thorsten Kern shows that German division played a vital role in West Germany’s position towards Namibia during the Cold War. West German foreign policy towards Namibia, at the height of the Namibian liberation struggle, is investigated and discussed against the backdrop of rivalry with East Germany. The two states’ deeply diverging policies, characterised in this context by competition for infuence over SWAPO, were strongly affected by the Cold War rivalry between the capitalist West and the communist East. Yet ultimately the dynamics of rapprochement helped to bring about Namibia’s independence. This book is based upon a doctoral dissertation presented to the University of Cape Town in 2016. Kern conducted research in the National Archives of Namibia and in German archives and his work draws on interviews with contemporary witnesses.

Lopes sheds new light on the social, economic, military, and diplomatic dimensions of the awkward relationship between the Federal Republic of Germany and the Caetano regime.
Governance has become an important concept in the politics of African development. It is therefore a crucial concept for social science analyses focusing on Africa. In public discourse Africa's future is being shaped by a combination of external interventions backed by African elites who cooperate with the donors, whose understanding of the importance of 'good governance' they share. This groundbreaking book disentangles the analytical aspects of governance from its political and normative connotations. The 'African exception' - the difference in 'development' between Africa and other regions of the South - can be understood by analysis focusing upon the specific forms of governance played out in politics and economics. The perspective of neo-patrimonialism is crucial but not sufficient here. The first section of the book explores African governance in two functional spheres: the political realm and the economic. Section two looks at new areas of governance in Africa: violent social spaces, HIV/AIDS and entrepreneurial urban governance.
In Germany, political foundations (Stiftungen) play an important role in shaping civil society through political democracy education. The foundations, however, have also committed themselves to strengthening democratic political and societal structures abroad. Their joint mission abroad is the contribution to democratic structures, information and debate in the countries and regions they are working in. They complement the official German foreign policy, but choose their own priorities and strategies. The focus of this thesis is the German political foundations as actors in democracy assistance. 'Democracy assistance' focuses less on the aspects of technical assistance but much more on political parties and the promotion of civil society as the backbone of democracy. Democracy assistance is a relatively recent international development activity of governments and international organizations. In recent years the international community has come to realize the importance of political parties and a well-functioning political party system for the process of democratisation. Here the German political foundations are working internationally as actors in democracy assistance - independent from the German government but at the same time fully state-funded. The objectives of this dissertation are to understand the work and strategies of the German political foundations as actors in the context of democracy assistance abroad, research their partner spectrums on selected countries, to identify their short comings and to give an outlook of the foundations work in the future in the fast-changing global political environment.
