Anti-radicalization efforts are a significant part of the War on Terror and influence many parts of our lives. This book examines five countries to demonstrate how the design, implementation, and evaluation of preventing and countering violent extremism programs rely on limited ideas of religion, security, and gender. The programs implicitly and explicitly depend on stereotypes about men and women, and in turn, these biases negatively influence the success of these programs and the rights of citizens. Ultimately, the book proposes an alternative way of implementing anti-radicalization efforts that are rooted in a feminist peace--one that is transformative, inclusive, and sustainable.
This book is a systematic consideration of the link between the extreme right and the discourse about developments in regard to gender issues within different national states. The contributors analyze right-wing extremist tendencies in Europe under the specific perspective on gender. The volume brings together the few existing findings concerning the quantitative dimension of activities carried out by men and women in different countries, and illuminates and juxtaposes gender ratios along with the role of women in right-wing extremism. Along with the gender-specific access to right-wing groups, the chapters look at networks, organizational forms, specific strategies of female right-wing extremists, their ideologies (especially regarding femininity and masculinity), hetero normativity, discourses on sexuality, and preventive and counter-strategies. The book will be of use to students and scholars interested in gender and politics, European politics, and political extremism.
Radicalization, and the terrorism that is frequently linked to it, have been subject to much study and governmental intervention. Nevertheless, the processes that lead to radicalization remain thinly conceptualized although governments and their agencies worldwide have invested heavily in counter and de-radicalization programs. There are at least 34 anti-radicalization programs worldwide, most of which were initiated post-2001, with a focus on Muslims and Muslim communities. These policies and programs have led to interventions in the daily lives of thousands, often in ways that push the boundaries of human rights law and norms. However, the effectiveness of these programs is unclear. This book compares anti-radicalization programs that target Islamic extremism in the UK, Saudi Arabia, Indonesia, the Netherlands and Pakistan. It looks particularly at the ways in which the program tactics differ depending on the gender of the target, arguing that the gendered way in which anti-radicalization is pursued helps to reveal its limitations. These programs fail to take into account how masculinity and femininity inform the radicalization process. Moreover, the programs tend to link men's radicalization to excessive, but flawed, masculinity, and women's radicalization to passivity, which consequentially limits understandings of the various modes of belief, belonging, and behavior of those they are trying to engage. Solutions for male de-radicalization hinge on particular ideals of masculinity that few men can obtain, while the de-radicalization of women is seen as a rescue mission. Although the rhetoric of battling terrorism is often couched in a narrative of "women's rights" and "liberal values", the book demonstrates that the consequences of the programs often run counter to such ideals. The book's findings are applicable not just to de-radicalization programs, but also to broader counter-radicalization agendas that address resilience and community engagement. The book also highlights the way in which anti-radicalization measures hew to or differ from older programs addressing right-wing extremism, anti-cult measures, and sectarianism. Ultimately, Gender, Religion, Extremism proposes an alternative way of implementing anti-radicalization efforts that are rooted in a feminist peace--one that is transformative, inclusive, and sustainable.
This book presents original research on gender and the power dynamics of diverse forms of violent extremism, and efforts to counter them. Based on focus group and interview research with some 250 participants in Canada, France, Germany, the Netherlands and UK in 2015 and 2016, it offers insights from communities affected by radicalisation and violent extremism. It introduces the concept of gendered radicalisation, exploring how the multiple factors of paths to violent extremist groups – social, local, individual and global – can differ for both men and women, and why. The book also offers a critical analysis of gender and terrorism; a summary of current policy in the five countries of study and some of the core gendered assumptions prevalent in interventions to prevent violent extremism; a comparison of Jihadi extremism and the far right; and a chapter of recommendations. In the last decade the world has witnessed a rise in women's participation in terrorism. Women, Gender, and Terrorism explores women's relationship with terrorism, with a keen eye on the political, gender, racial, and cultural dynamics of the contemporary world. Throughout most of the twentieth century, it was rare to hear about women terrorists. In the new millennium, however, women have increasingly taken active roles in carrying out suicide bombings, hijacking airplanes, and taking hostages in such places as Palestine, Iraq, Afghanistan, Sri Lanka, Lebanon, and Chechnya. These women terrorists have been the subject of a substantial amount of media and scholarly attention, but the analysis of women, gender, and terrorism has been sparse and riddled with stereotypical thinking about women's capabilities and motivations. In the first section of this volume, contributors offer an overview of women's participation in and relationships with contemporary terrorism, and a historical chapter traces their involvement in the politics and conflicts of Islamic societies. The next section includes empirical and theoretical analysis of terrorist movements in Chechnya, Kashmir, Palestine, and Sri Lanka. The third section turns to women's involvement in al Qaeda and includes critical interrogations of the gendered media and the scholarly presentations of those women. The conclusion offers ways to further explore the subject of gender and terrorism based on the contributions made to the volume. Extremist groups rely upon women to gain strategic advantage, recruiting them as facilitators and martyrs while also benefiting from their subjugation. Yet U.S. policymakers overlook the roles that women play in violent extremism--including as perpetrators, mitigators, and victims--and rarely enlist their participation in efforts to combat radicalization. This omission puts the United States at a disadvantage in its efforts to prevent terrorism globally and within its borders. Women fuel extremists' continued influence by advancing their ideology online and by indoctrinating their families. New technology allows for more sophisticated outreach, directly targeting messages to radicalize and recruit women. It also provides a platform on which female extremists thrive by expanding their recruitment reach and taking on greater operational roles in the virtual sphere. The failure of counterterrorist efforts to understand the ways in which women radicalize, support, and perpetrate violence cedes the benefit of their involvement to extremist groups. Omitting women from terrorism prevention efforts also forfeits their potential contributions as mitigators of extremism. Women are well positioned to detect early signs of radicalization, because fundamentalists often target women's rights first. As security officials, women provide insights and information that can be mission critical in keeping the peace. And because of their distinctive access and influence, women are crucial antiterrorism messengers in schools, religious institutions, social environments, and local government. Overlooking the contributions women can make to prevent extremism renders the United States less secure. Many extremist groups promote an ideology that classifies women as second-class citizens and offers strategic and financial benefits through women's subjugation. Boko Haram, the Islamic State, al-Qaeda, al-Shabab, and other groups use sexual violence to terrorize populations into compliance, displace civilians from strategic areas, enforce unit cohesion among fighters, and even generate revenue through trafficking. Suppressing women's rights also allows extremists to control reproduction and harness female labor. U.S. government policy and programs continue to underestimate the important roles women can play as perpetrators, mitigators, or targets of violent extremism. The Donald J. Trump administration should take steps to help the United States and its allies respond effectively to the security threat posed by violent extremism and advance U.S. peace and stability.

Terrorism, Gender and Women: Towards an Integrated Research Agenda encourages greater integration of gender-sensitive approaches to studies of violent extremism and terrorism. This book seeks to create and inspire a dialogue among scholars of conflict, terrorism and gender by suggesting the necessity of incorporating gender analysis to fill gaps within, and further enhance, our understanding of political violence. The chapters featured in the book interrogate how recent developments in the field– such as the proliferation of propaganda and online messaging, the "decline" or shifting presence of ISIS, the continued "rise" of far-right extremism, and the changing roles of women in political violence – necessitate a gendered understanding of radicalisation, participation, and of strategies to counter and prevent both violent extremism and terrorism. Taken together, they encourage a discussion of new ways in understanding how women and men can be affected by terrorism and violent extremism differently, and how involvement can often be influenced by highly gendered experiences and considerations. Over the past two decades, the fields of linguistic anthropology and sociolinguistics have complicated traditional understandings of the relationship between language and identity. But while research traditions that explore the linguistic complexities of gender and sexuality have long been established, the study of race as a linguistic issue has only emerged recently. The Oxford Handbook of Language and Race positions issues of race as central to language-based scholarship.
