This publication presents a gender equality and social inclusion (GeSi) analysis of six priority sectors in Nepal: agriculture and natural resources management, energy, skills development, urban development, transport and water, and sanitation and hygiene. The publication identifies practical ways in which gender equality, social inclusion, and women’s empowerment approaches can be integrated into each of these sectors. The diagnostic aims to inform the GeSi initiatives of the Government of Nepal, the Asian development Bank, and other development partners of the country.
Bhutan has experienced extraordinary change since the 1960s when it opened itself to the world and started the process of planned development. It has transformed itself from a subsistence economy into a middle-income country with rising human development indicators. Yet progress comes with new challenges. These include differences in living conditions and opportunities between rural and urban areas that fuel rural-urban migration, labor shortages in agriculture, and unemployment. There are gender dimensions to each of these challenges, prompting the Government of Bhutan and its development partners to mainstream gender in its policies, programs, and projects. This publication intends to support this process by providing insights into gender issues in agriculture and rural livelihoods, education, energy, environment, private sector development, transport, urban development, and work and unemployment.
Do individuals’ perceptions of their relative economic status affect their attitudes regarding gender roles in patriarchal societies? What role does hearing messages designed to increase support for women’s empowerment play in moderating these effects? Leveraging an original survey experiment in Nepal, we find that a prime conferring feelings of relative deprivation causes women to revert to traditional views of gender in economic decision-making; they become less supportive of women having equal control over household income, sharing house hold chores with men, and working outside the home. Women’s empowerment messaging does not attenuate these effects. Priming men to feel relatively deprived causes declines in gender equitable economic and political views, but women’s empowerment messaging nullifies these effects. The results suggest that among populations feeling relatively deprived, regressive gender norms may take hold. However, light-touch efforts to spur support for women’s empowerment may counter some reversion to traditional views of gender.
This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.
This publication presents findings of a study on the availability and provision of long-term care (LTC) in Tonga. It discusses the need for and supply of LTC in the country, including regulatory and policy frameworks, service provision, quality management, human resources, and financing. Analysis, conclusions, and recommendations for the development of LTC systems in Tonga are also included. Aiming to contribute to increasing the knowledge base on LTC policies, programs, and systems, this publication is one of six country diagnostic studies—the others on Indonesia, Mongolia, Sri Lanka, Thailand, and Viet Nam—prepared under the Asian Development Bank technical assistance 9111: Strengthening Developing Member Countries’ Capacity in Elderly Care.

This book investigates the barriers to women’s economic empowerment in the Global South. Over the last two decades, Bangladesh has made progress in women's participation in the labor force, gender parity in primary education, and women's political representation. Areas of concern include the high prevalence of violence against women, obstacles to women's access to resources and assets, unequal terms of their labor engagement, and impact of their overwhelming responsibility for care work. The Government of Bangladesh has made policy commitments toward gender equality and established an institutional framework to fulfill these. This publication intends to support the government in its attempt to address persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in urban; transport; energy; and skills, vocational, and tertiary education, and gives suggestions for strengthening gender mainstreaming in projects.
Trade can dramatically improve women’s lives, creating new jobs, enhancing consumer choices, and increasing women’s bargaining power in society. It can also lead to job losses and a concentration of work in low-skilled employment. Given the complexity and specificity of the relationship between trade and gender, it is essential to assess the potential impact of trade policy on both women and men and to develop appropriate, evidence-based policies to ensure that trade helps to enhance opportunities for all. Research on gender equality and trade has been constrained by limited data and a lack of understanding of the connections among the economic roles that women play as workers, consumers, and decision makers. Building on new analyses and new sex-disaggregated data, Women and Trade: The Role of Trade in Promoting Gender Equality aims to advance the understanding of the relationship between trade and gender equality and to identify a series of opportunities through which trade can improve the lives of women.
Social inclusion is on the agenda of governments, policymakers, and nonstate actors around the world. Underpinning this concern is the realization that despite progress on poverty reduction, some people continue to feel left out. This report aims to unpack the concept of social inclusion and understand better how policies can be designed to further inclusion. First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.
