Numerous states have passed gender integration legislation permanently admitting women into their military forces. As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military.
Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.
In Nursing Civil Rights, Charissa J. Threat investigates the parallel battles against occupational segregation by African American women and white men in the U.S. Army. As Threat reveals, both groups viewed their circumstances with the Army Nurse Corps as a civil rights matter. Each conducted separate integration campaigns to end the discrimination they suffered. Yet their stories defy the narrative that civil rights struggles inevitably arced toward social justice. Threat tells how progressive elements in the campaigns did indeed break down barriers in both military and civilian nursing. At the same time, she follows conservative threads to portray how some of the women who succeeded as agents of change became defenders of exclusionary practices when men sought military nursing careers. The ironic result was a struggle that simultaneously confronted and reaffirmed the social hierarchies that nurtured discrimination.

On July 26, 1996, the United States Supreme Court nullified the single-sex admissions policy of the Virginia Military Institute, the last all-male military college in America. Capturing the voices of female and male cadets, administrators, faculty, and alumni, Laura Brodie tells the story of the Institute's intense planning for the inclusion of women and the problems and triumphs of the first year of coeducation. Brodie takes us into the meetings where every aspect of life at VMI was analyzed from the per-spective of a woman's presence: housing, clothing, haircuts, dating, and the infamous "Ratline"—the months of physical exertion, minimal sleep, and verbal harassment to which entering cadets are subjected. Throughout the process the administration's aim was to integrate women successfully without making adjustments to VMI's physical standards or giving up its tradition of education under extreme stress. No other military college had done so much to prepare. But would it work? With everyone on the Post, we hold our breath as Brodie takes us through Hell Night, the unrelenting months of the Ratline, the fraternization, hazing, and authority issues that arose, the furtive sexual encounters, the resentments and, for the women, the daily difficulties of maintaining a feminine identity in a predominantly male world. Despite the challenges, we see the women ultimately making a place for themselves. Though new problems continue to arise, Brodie's lively and inspiring account makes it clear that VMI's story is an important and timely one of institutional transformation.
Reveals the different ways women navigate the traditionally masculine environment of the military Drawing on surveys and interviews with almost 300 female military personnel, Melissa Herbert explores how women's everyday actions, such as choice of uniform, hobby, or social activity, involve the creation and re-creation of what it means to be a woman, and particularly a woman soldier. Do women feel pressured to be "more masculine," to convey that they are not a threat to men's jobs or status and to avoid being perceived as lesbians? She also examines the role of gender and sexuality in the maintenance of the male-defined military institution, proposing that, more than sexual harassment or individual discrimination, it is the military's masculine ideology--which views military service as the domain of men and as a mechanism for the achievement of manhood--which serves to limit women's participation in the military has increased dramatically. In the wake of armed conflict involving female military personnel and several sexual misconduct scandals, much attention has focused on what life is like for women in the armed services. Few, however, have examined how these women negotiate an environment that has been structured and defined as masculine.
The rights of pregnant workers as well as (the lack of) paid maternity leave have increasingly become topics of a major policy debate in the United States. Yet, few discussions have focused on the U.S. military, where many of the latest policy changes focus on these very issues. Despite the armed forces' increases to maternity-related benefits, servicewomen continue to be stigmatized for being pregnant and taking advantage of maternity policies. In an effort to understand this disconnect, Megan McFarlane analyzes military documents and conducts interviews with enlisted servicewomen and female officers. She finds a policy/culture disparity within the military that pregnant servicewomen themselves often co-construct, making the policy changes significantly less effective. McFarlane ends by offering suggestions for how these policy changes can have more impact and how they could potentially serve as an example for the broader societal debate.
Despite reforms that have realized major improvements, gender power imbalances within and through peacekeeping missions continue to pose major challenges. Sabrina Karim and Kyle Beardsley explore how increasing the representation of women, particularly through an "equal opportunity" framework, will help peacekeeping operations become more of a vehicle for gender equality globally.
