Civil society and civic engagement have increasingly become topics of discussion at the national and international level. The editors of this volume ask, does the concept of "civil society" include gender equality and gender justice? Or, to frame the question differently, is civil society a feminist concept? Conversely, does feminism need the concept of civil society? This important volume offers both a revised gendered history of civil society and a program for making it more egalitarian in the future. An interdisciplinary group of internationally known authors investigates the relationship between public and private in the discourses and practices of civil societies; the significance of the family for the project of civil society; the relation between civil society, the state, and different forms of citizenship; and the complex connection between civil society, gendered forms of protest and nongovernmental movements. Focusing on three important interrelated issues, Women and Civil Society in Turkey challenges the classical definition, developed in the West, of civil society as an equivalent of the public sphere in which women are excluded. Women are at the heart of civil society organizations (CSOs) that challenge oppressive practices at a local and global level and develop outstanding entrepreneurial activities. In the Middle East, and in Egypt in particular, there has always been a tendency to accord complete supremacy to the authority and might of the state, and to see 'society' as a separate, powerless entity. However, after the uprising of 2011, this assumption was turned on its head. And it is the wide range of political activity beyond the remit of the official state where Wanda Krause locates a dynamic potential for political change from the bottom up. She looks in particular at the influential role of women's private voluntary organisations in Egypt in shaping concepts of civil society and democracy. Exploring both secular and 'Islamist' organisations, she offers a steadfast critique of the view that Islamic women activists are insignificant, 'backward' or 'uncivil'. In the early 2000s, mainstream international news outlets celebrated the growth of Weblogistan—the online and real-life transnational network of Iranian bloggers—and depicted it as a liberatory site that gave voice to Iranians. As Sima Shakhsari argues in Politics of Rightful Killing, the common assumptions of Weblogistan as a site of civil society consensus and resistance to state oppression belie its deep internal conflicts. While Weblogistan was an effective venue for some Iranians to “practice democracy,” it served as a valuable site for the United States to surveil bloggers and express anti-Iranian sentiment and policies. At the same time, bloggers used the network to self-police and enforce gender and sexuality norms based on Western liberal values in ways that unwittingly undermined Weblogistan's claims of democratic participation. In this way, Weblogistan became a site of cybergovernmentality, where biopolitical security regimes disciplined and regulated populations. Analyzing online and off-line ethnography, Shakhsari provides an account of digital citizenship that raises questions about the internet's relationship to political engagement, militarism, and democracy.
The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.
