This book presents a critical reflection on the major armed conflicts that occurred during the 1990s and the first decade of the twenty-first century. Conflicts in Bosnia, Kosovo, Chechnya, Iraq, Afghanistan and Syria all involved the use of terrorism by one or more groups. Looking to the future, the book asks what this means for violent conflicts yet to come? Using a variety of case studies, the authors provide a systematic and comprehensive analysis of the role played by terrorism as a stand-alone tactic as well as one used to ignite broad-scale conflict. They also pose the question on what occasions does terrorism tend to occur as an armed conflict begins to subside, and when, in other words, is it a trailing indicator?
This book explains how and why the Basque separatist armed group ETA decided to end its armed campaign against the Spanish state. The ETA’s armed campaign for Basque independence lasted fifty years and led to more than 800 casualties. This book analyzes the factors that led to ETA ending its campaign of violence in 2011, despite having yet to achieve its political objectives. It explains how the Basque pro-independence movement’s political leadership won an internal battle and brought ETA to a position in which abandoning violence was the only feasible choice. The work argues that the key factor leading to the cessation of violence was the loss of support for armed struggle within the pro-independence social base, and it examines why and how that support decreased so decisively. Written by a former journalist, the narrative is based on more than 30 interviews, including former members of ETA, Spanish judges, former ministers of the Spanish government, political leaders of all Basque political parties—from the Nationalist Left to the Partido Popular (PP)—and international mediators. As such, it is the first book to recount in detail the inside story of the internal struggle within the Nationalist Left movement, and particularly between the political party Batasuna and ETA. This book will be of much interest to students of political violence, ethnic conflict, nationalism, Spanish politics, security studies, and IR.
The peace agreement in Northern Ireland has been held up as a beacon for conflict resolution around the world. The lessons of Ulster have been applied by prime ministers, presidents, diplomats and intelligence agents to many areas of violent conflict, from Spain to Sri Lanka, from Afghanistan to Iraq and, frequently, the Israel-Palestine crisis. From Belfast to Basra, the notion that it is necessary to engage in dialogue with one's enemies has been fetishised across the political spectrum. Talking to terrorists is a necessary pre-requisite to peace, it is argued, and governments should avoid rigid pre-conditions in their attempt to bring in the extremes. But does this understanding really reflect what happened in Northern Ireland? Moreover, does it apply to other areas where democratic governments face threats from terrorist organisations, such as in the Basque region of northern Spain? In challenging this notion, the authors offer an analytical history of the transition from war to peace in Northern Ireland, and compare the violent conflict in the Basque country over the same period, demonstrating how events there have developed very differently than the advocates of 'the Northern Ireland model' might presume. The authors recognise that governments have often talked to terrorists and will continue to do so in the future. But they argue that what really matters is not the act of talking to terrorists itself but a range of other variables including the role of state actors, intelligence agencies, hard power and the wider democratic process. Above all, there is a crucial difference between talking to terrorists who believe that their strategy is succeeding and those who have been made to realise that their aims are unattainable by violence.
The wars against terror have begun, but it will take some time before the nature and composition of these wars is widely understood. The objective of these wars is not the conquest of territory, or the silencing of any particular ideology, but rather to secure the necessary environment for states to operate according to principles of consent and make it impossible for our enemies to impose or induce states of terror. Terror and Consent argues that, like so many states and civilizations in the past that suffered defeat, we are fighting the last war, with weapons and concepts that were useful to us then but have now been superseded. Philip Bobbitt argues that we need to reforge links that previous societies have made between law and strategy; to realize how the evolution of modern states has now produced a globally networked terrorism that will change as fast as we can identify it; to combine humanitarian interests with strategies of intervention; and, above all, to rethink what 'victory' in such a war, if it is a war, might look like - no occupied capitals, no treaties, no victory parades, but the preservation, protection and defence of states of consent. This is one of the most challenging and wide-ranging books of any kind about our modern world.

In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. Beyond Presidentialism and Parliamentarism defends this thesis and explores 'semi-parliamentary government' as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia as semi-parliamentary systems. Using data from 23 countries and six Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; systematically compares the semi-parliamentary and presidential separation of powers; and develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.

Comparative Politics is a series for students and teachers of political science that deals with contemporary issues in comparative government and politics. The series is published in association with the European Consortium for Political Research. Today, parliamentarism is the most common form of democratic government. Yet knowledge of this regime type has been incomplete and often unsystematic. Delegation and Accountability in Parliamentary Democracies offers new conceptual clarity on the topic. This book argues that representative democracies can be understood as chains of delegation and accountability between citizens and politicians. Under parliamentary democracy, this chain of delegation is simple but also long and indirect. Principal-agent theory helps us to understand the perils of democratic delegation, which include the problems of adverse selection and moral hazard. Citizens in democratic states, therefore, need institutional mechanisms by which they can control their representatives. The most important such control mechanisms are on the one hand political parties and on the other external constraints such as courts, central banks, referendums, and supranational institutions such as those of the European Union. Traditionally, parliamentary democracies have relied heavily on political parties and presidential systems more on external constraints. This new empirical investigation includes all seventeen West European parliamentary democracies. These countries are compared in a series of cross-national tables and figures, and seventeen country chapters provide a wealth of information on four discrete stages in the delegation process: delegation from voters to parliamentary representatives, delegation from parliament to the prime minister and cabinet, delegation within the cabinet, and delegation from cabinet ministers to civil servants. Each chapter illustrates how political parties serve as bonding instruments which align incentives and permit citizen control of the policy process. This is complemented by a consideration of external constraints. The concluding chapters go on to consider how well the problems of delegation and accountability are solved in these countries. They show that political systems with cohesive and competitive parties and strong mechanisms of external constraint solve their democratic agency problems better than countries with weaker control mechanisms. But in many countries political parties are now weakening, and parliamentary systems face new democratic challenges. Delegation and Accountability in Parliamentary Democracies provides an unprecedented guide to contemporary European parliamentary democracies. As democratic governance is transformed at the dawn of the twenty-first century, it illustrates the important challenges faced by the parliamentary democracies of Western Europe.
