The Americas face many security challenges, including drug trafficking, organized crime, guerrilla movements, terrorism, and environmental challenges. Experts have long debated whether some countries in the region can be classified as failed states. While various states in the Americas have been labeled as failed states, calling a country a failed state is quite controversial and requires a precise definition of what constitutes a failed state. This book instead discusses fragile states in the Americas. Fragile states are weak states that are fertile grounds for organized crime groups and illegal actors as such groups are able to infiltrate the state apparatus through corruption. The goal of this book is to examine fragile states in the region and the major security challenges that these states face. The cause of state fragility is different for various states. Theoretically, the work will conceptualize the meaning of fragility as it relates to state survival and autonomy. Empirically, the book focuses on contemporary threats to the survival of fragile states in the Americas. The book explains and analyzes the main political, security, and economic challenges of these states. It employs a wide array of cases that delve into the security and economic threats and priorities of states in the Americas.

Large-scale investments in fragile states - in Latin America, Africa, the former Soviet Union and Asia - become magnets for conflict, which undermines business, development and security. International policy responds with regulation, state-building and institutional reform, with poor and often perverse results. Caught up in old ways of thinking about conflict and fragility, and an age-old fight over whether multinational corporations are good or bad for peaceful development, it leaves business-related conflicts in fragile states to multiply and fester. Surveying a new strategic landscape of business and conflict, Brian Ganson and Achim Wennmann conclude that neither company shareholders nor advocates for peaceful development need, or should, accept the growing cost of business-related conflict in fragile states. Drawing on decades of experience from mainstream conflict prevention and violence reduction efforts, as well as promising company practice, they show that even acute conflict is manageable when dealt with pragmatically, locally and on its own terms. The book examines the various ways that fragile states (or states with limited statehood) in Africa, Asia, the Pacific, and the Americas have adopted, and adapted to, the processes of liberal political governance in their quests to address the problem of political fragility. It presents the stories of resilience in the political adaptation to Western liberal conceptions of governance. In addition to singular or comparative country case studies, this project also examines the interplay of culture, identities, and politics in the creation of people-centric governance reforms. Towards these ends, this volume sheds light on weak states’ often constructive engagement in the promotion of state governance with a variety of political conditions, adverse or otherwise; and their ability to remain resilient despite the complex political, sociocultural, and economic challenges affecting them. Through a multidisciplinary approach, the authors aim to counter the noticeable shortcomings in the discursive representations of fragility, and to contribute a more balanced examination of the narratives about and impact of political adaption and governance in people’s lives and experiences.
In fragile states, domestic and international actors sometimes take the momentous step of sharing sovereign authority to provide basic public services and build the rule of law. While sovereignty sharing can help address gaps in governance, it is inherently difficult, risking redundancy, confusion over roles, and feuds between partners when their interests diverge. In Sovereignty Sharing in Fragile States, John D. Ciorciari sheds light on how and why these extraordinary joint ventures are created, designed, and implemented. Based on extensive field research in several countries and more than 150 interviews with senior figures from governments, the UN, donor states, and civil society, Ciorciari discusses when sovereignty sharing may be justified and when it is most likely to achieve its aims. The two, he argues, are closely related: perceived legitimacy and continued political and popular support are keys to success. This book examines a diverse range of sovereignty-sharing arrangements, including hybrid criminal tribunals, joint policing arrangements, and anti-corruption initiatives, in Sierra Leone, Cambodia, Lebanon, Timor-Leste, Guatemala, and Liberia.
