Creation and communication of strategic vision, optimization of the distribution of authority among institutions, and consideration of latent conflicts and subjective interests in decision-making processes; are three factors which would increase the political dimension of leadership of European central authorities. Lack of political leadership is limiting the capability of central authorities for developing and implementing socially and politically feasible action plans. Furthermore, it disorients economic agents and their decisions result easily flawed. Increasing political leadership is a natural step to advance in the road of creating an economic and monetary union in the democracy of Europe.
High growth startups are widely recognized as key sources of employment, productivity growth and innovation. However, while the long-term impact of the COVID-19 crisis on startups remains to be seen, many now face greater constraints than before. Continued policy support for startups therefore remains vital. In order to guide European policymakers, it is important to understand the key characteristics of high growth startups and gain insights into what sets them apart from other startups. In addition, this report examines the persistent gap between Europe and the United States (US) in terms of startup activity. The findings underscore the role of high growth startups for innovation ecosystems in Europe. The report also highlights some ways governments can continue to support startups by encouraging collaborations with startups as an active innovation partner. The report draws from unique sets of data, including the general module of the European Investment Bank Investment Survey (EIBIS) survey 2019 and the EIBIS Start-up and Scale-up Survey 2019.
The International Monetary Fund (IMF) is a pivotal institution in global economic governance tasked with ensuring monetary stability and preventing financial crises through promoting balanced trade, economic growth, and poverty reduction. It also plays a powerful normative role by shaping economic policies worldwide through its research and expertise. The IMF played a crucial role in managing crises like the 2008 financial crisis and the COVID-19 pandemic, providing significant financial aid and advocating for stimulus measures. Despite reforms, power remains concentrated among advanced economies, hindering inclusivity and trust, particularly in regions like sub-Saharan Africa. Geopolitical tensions, populist nationalism, and economic imbalances further strain the IMF's effectiveness. This handbook aims to uncover these challenges by providing diverse perspectives and proposing policy recommendations that the Fund could undertake to better navigate the complex landscape of 21st-century global governance. Part I delves into its historical origins and key debates of the IMF. Part II focuses on formal operations such as lending, surveillance, and capacity development. Part III explores the involvement of different actors including states, markets, and civil society. Part IV discusses partnerships with other international organizations and collaboration in financial regulation. Part V analyzes shifts in policy instruments and ideological frameworks. The paper contributes to the discussions on fiscal governance in Europe. It takes stock of recent reforms, identifies areas for further progress, and discusses a menu of policy options for the medium-term. The paper is an account of Finland’s unexpected upcoming deceleration in the economy at the end of 2011 and later. The deleveraging of the financial sector and the debt crisis made the nation fear an inevitable recession. To sustain this vulnerable situation, due attention was given to short-term growth and long-term challenges. Banks were encouraged to build up capitals and toughen bank decrees. Plans were made to multiply labor power and productivity. At the end of the paper, the Board welcomed the commitment of the state in improving and safeguarding the financial sector.
The proposed SDN discusses the specific macro-critical aspects of women’s participation in the labor market and the constraints that prevent women from developing their full economic potential. Building on earlier Fund analysis, work undertaken by other organizations and academic research, the SDN presents possible policies to overcome these obstacles in different types of countries.
