Chapter 1 describes the employment situation of people with disabilities and chapter 2 explores the intergovernmental, funding, & program context for addressing the low employment of people with disabilities. Chapters 3 to 10 look at a range of measures needed for participation in education, training, & employment and key issues that people with disabilities are encountering related to these measures. The measures include labour market integration programs, assessment & counselling services, labour market information services, education & training programs, disability supports, financial & technical supports, general community employment measures & opportunities, human rights and anti-discrimination measures, and supports for employers. The final chapters summarize the findings and suggest some potential solutions to further the employment of people with disabilities.
