Excerpt from Foreign Crops and Markets, Vol. 24: January 11, 1932 In looking forward to 1932, a further significant factor in the situation, Mr. Christy says, is the announcement of the Soviet authorities that they intend to concentrate on quality rather than quantity. In the past, it appears that the actual fulfillment of the se-called plan in many cases meant that so many acres had been covered by the operators who were plowing, sowing or harvesting. It was essentially an area system with little or no attention paid to how well the operations were completed. Whether shifts in methods can be readily and effectively accomplished will remain to be seen, but any decrease in emphasis on the expansions in acreage which have occurred year after year for wheat will bear watching.
