Excerpt from Foreign Crops and Markets, Vol. 24: January 11, 1932 In looking forward to 1932, a further significant factor in the situation, Mr. Christy says, is the announcement of the Soviet authorities that they intend to concentrate on quality rather than quantity. In the past, it appears that the actual fulfillment of the se-called plan in many cases meant that so many acres had been covered by the operators who were plowing, sowing or harvesting. It was essentially an area system with little or no attention paid to how well the operations were completed. Whether shifts in methods can be readily and effectively accomplished will remain to be seen, but any decrease in emphasis on the expansions in acreage which have occurred year after year for wheat will bear watching. Dividends in the first term averaged.9 per cent and in the second half of 1929 averaged per cent. Wages of operatives were reduced, and this was accomplished without any serious trouble, although the Kanegafuchi Spinning Company, which reduced the wages of all employees by an average of 23 per cent, had a strike Which lasted about a month and, ended in the acceptance of the reduction by the eme ployees. The efficiency of the operatives was increased appreciably, in accordance with the principles of rationalization.
