The variable nature of these projects, however, can make it difficult to estimate construction staff requirements for both the short and long term. This study gathered information on the methods being used at highway transportation agencies to forecast staffing requirements. These methods are diverse and range from simple heuristics based on generic project types to multi-variate regression models developed from historical project data. Information for this study was acquired through a literature review, surveys of state transportation agencies, and site visits to non-state agencies. Timothy R.B. Taylor and William F.
