The Government of Fiji has identified action on nutrition and on diet-related Non-Communicable Diseases (NCDs) as a policy priority. The population of Fiji is experiencing a triple burden of malnutrition, due to the rapid dietary transition of the past five decades. Consumption of healthy traditional foods such as fish and seafood, staple root crops, coconuts and wild plants has decreased, while consumption of cereals and refined sugar has increased dramatically. The aim of this report is to establish an evidence base for the application of food and beverage taxes and complementary measures to encourage dietary substitution towards healthier, local food products in Fiji.

Despite the lack of literature and inconsistencies in research aims and methods, it is evident that dietary intake has been shifting from traditional food consumption patterns to diets that are heavily reliant on imported and increasingly processed foods in Fiji. Availability of food items varies depending on location, however there is evidence of food environments with high availability of energy dense, nutrient poor foods, in both rural and urban locations. Food environments around vulnerable populations, for example schools, are of concern, with 80 percent of the outlets surveyed within 400 m school zones selling sugar-sweetened beverages. While the process of developing policies that support a healthy diet is enabled by Fiji’s whole-of-government commitment to improving food nutrition security, there are competing priorities and points of incoherence that deter this, particularly relating to economic growth. A range of specific policy measures have been introduced in Fiji by different government sectors that influence all facets of the food system. However, capacities required to develop and deliver policies are limited across government, primarily by the allocation of resources and technical expertise. This reduces the effectiveness of existing policy measures to support healthy diets, and the progression of new measures. A range of gaps and opportunities exist among the policy measures identified, and entry points lie throughout the food system and associated policy environment to improve dietary behaviour in Fiji.
Fiji, post-independence, has seen several governments, two military coups and, amidst sweeping social, economic and political changes, the presence of divisive identity politics in its journey towards a united, collective Fiji community. This republished edition of Confronting Fiji Futures takes in these landmark events and eventualities, and aims at a forward-looking assessment of the realities facing Fiji in the present and the future. It focuses on the period of the coups up to and including the 1999 general elections, when an explicitly multiethnic party won government in a surprise landslide result. This book is the result of a collaborative research project based at the Institute of Social Studies, The Hague, in the Netherlands — an institution with a long tradition of collaborative teaching, research and advisory services in the South Pacific region. It aims to present a range of relevant issues from a number of vantage points. It has brought together a strong diversity of authors led by A. Haroon Akram-Lodhi, including John Cameron, Ganesh Chand, Martin Doornbos, Yash Ghai, Holger Korth, Sunil Kumar, Biman Prasad, Jacqueline Leckie, Satendra Prasad, Steve Ratuva, Robbie Robertson, Ardeshir Sepehri and William Sutherland.
New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
Diet and nutrition are critical to health, well-being and longevity. The economic and health burdens associated with poor quality diets are a worldwide concern, but for low- and middle-income countries (LMICs), the long-term impact of these burdens has the potential to be especially devastating. Many of these LMICs are currently grappling with the deepening multiple burdens of malnutrition, with undernutrition, nutrient inadequacies, and overweight and obesity often presenting simultaneously in communities, households and even in single individuals. Time-relevant data is a necessary and critical component of any process or initiative that aims to ensure healthy diets. Robust data on what people eat in a country enables an understanding of current food consumption practices, and provides an evidence-based foundation for the design and implementation of targeted and well informed actions, policies and messaging to address the key issues related to healthy eating.The purpose of this report is to take stock and celebrate the collection and use of dietary data in LMICs, and generate further momentum for investment in government-led dietary surveys in LMICs. Section 1 provides a global overview of dietary surveys carried out in LMICs from 1980 through 2019, analysing key characteristics and trends over time. Section 2 celebrates the increased investment in dietary surveys in LMICs by highlighting country stories related to dietary survey initiation, implementation and data use. Section 3 is aimed at generating further momentum for investment in government-led dietary surveys in LMICs by illustrating, through data visualizations, the type of information dietary data can provide for policy makers.
