This Programmatic Environmental Assessment (PEA) has been prepared in compliance with the National Environmental Policy Act of 1969 (NEPA) and NOAA Administrative Order 216-6, Environmental Review Procedures for Implementing the National Environmental Policy Act. It addresses the potential effects, beneficial or adverse, associated with continuing existing NESDIS operations, expanding operations, and improving facilities at the Fairbanks Command and Data Acquisition Station (FCDAS), as outlined in a 2015 Facility Master Plan (FMP). This PEA provides analysis for the proposed projects outlined in the 2015 FCDAS FMP as they are currently scoped. Additional site-specific project review, would be conducted before project onset to ensure that future scope is in accordance with this PEA. If the project scope or environmental baseline changes, then this document lays the foundation for subsequent analyses and decision-making of individual tiered projects. It is intended to eliminate repetitive discussions of the same issues and focus on the key issues at each level of project review"--Summary (iii).
