The global economic and financial crisis has awakened protectionist sentiments around the world, and policymakers have failed to actively seek trade liberalization. In light of this, some have proposed abandoning the Doha Round and starting over with a new agenda. Figuring Out the Doha Round argues that this is far from the time to drop the Doha Round and that it is now more important than ever to sustain political support for the rules-based multilateral trade system. This important new study recommends modest increments in market access commitments by G-20 countries beyond tariff and subsidy cuts in agriculture and nonagricultural market access (NAMA), and policy reforms in customs procedures and related areas that slash red tape and cut transactions costs for exporting and importing goods and services. With additional effort by the G-20 countries, WTO countries can put together a Doha package that is both ambitious and balanced between the interests of developed and developing countries. The study finds that following these recommendations can lead to a world GDP gain of almost $300 billion a year.

The Doha Round marked its eighth birthday in November 2009, making it the longest running multilateral trade negotiation in the postwar era. Doha participants continue to disagree about prospective liberalization of agriculture and manufactures and have barely begun to consider reductions in barriers to trade in services. Negotiators have missed every deadline to conclude the talks, leading some to question the viability of the entire venture. After nearly nine years of inconclusive meetings, the trade talks are at a tipping point: A global trade deal is still possible with renewed political commitment to trade reform, but continued drift could result in the first outright failure of a multilateral trade round in the postwar era. This policy analysis shows that the Doha Round can still be successfully concluded with a concerted push by the major trading nations. Contrary to the Doha doomsayers, the potential gains from proposals now on the table are significant, albeit not sufficient to close a deal. The authors estimate the trade gains and GDP gains from a prospective Doha deal that "tops up" existing commitments to liberalize agriculture, manufactures, and services. They also suggest what each of the major trading nations needs to do to ensure the successful completion of a Doha package that is both ambitious and balanced between the interests of developed and developing countries.

In this paper, we provide an overview of the agricultural trade negotiations within the current World Trade Organization (WTO) negotiations and we show that including agriculture in the Doha Development Agenda talks is important both economically and politically, although the political resistance to reform is particularly strong in this sector. While agriculture accounts for less than 10 percent of merchandise trade, high and variable agricultural distortions appear to cause the majority of the cost of distortions to global merchandise trade. Within agriculture, most of the costs appear to arise from trade barriers levied on imports, since these barriers tend to be high, variable across time and over products, and levied by a wide range of countries. The negotiations face a need for balance between discipline in reducing tariffs—hence creating the market access gains that are central to the negotiations—and flexibility in managing political pressures. While the approach of providing flexibility on a certain percentage of tariff lines is seriously flawed, the proposed modalities still appear to provide worthwhile market access. Better ways appear to be needed to deal with developing countries’ concerns about food price volatility while reducing the collective-action problems resulting from price insulation.

The Doha Development Agenda, may go down in history as the slowest development round of all times. Starting in 2001, negotiations have been going on for 13 years and collapsed on several occasions in the meantime. With regards to its goal to ensure developing countries, and especially the least-developed among them, a share in the growth of world trade, barely any progress was made. To the extent that one may question how legitimate it is to call the Doha Round a Development Round at all. Especially the notorious point of trade liberalization in agriculture has delayed the negotiations. While the WTO member states agreed on cutting tariffs and reducing agricultural subsidies, opinions differ sharply on exemptions for certain products from these broad ruled. In another critical point, services, negotiations have hardly progressed. The WTO negotiators have missed every deadline agreed upon and various observers suggested to drop the entire venture. The aim of this paper is to find the reasons for the slow progress in order to see if the obstacles may be overcome and the Doha Round might be completed successfully.

In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas), leading some observers to underestimate the incidence of new protectionism. In fact, policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs).
