Field Manual (FM) 3-19.50 is a new manual for the Military Police Corps in conducting police intelligence operations (PIO). It describes the doctrine relating to: * The fundamentals of PIO; * The legal documents and considerations affiliated with PIO; * The PIO process; * The relationship of PIO to the Army's intelligence process; * The introduction of police and prison structures, organized crime, legal systems, investigations, crime conducive conditions, and enforcement mechanisms and gaps (POLICE)-a tool to assess the criminal dimension and its influence on effects-based operations (EBO); * PIO in urban operations (UO) and on installations; and * The establishment of PIO networks and associated forums and fusion cells to affect gathering police information and criminal intelligence (CRIMINT).
As the Department of Defense continues development of the future warrior system, the difficulty of moving rapidly from design to manufacturing for complex technologies is becoming a major concern. In particular, there are communication gaps between design and manufacturing that hinder rapid development of new products important for these future military developments. To help address those concerns, DOD asked the NRC to develop a framework for "bridging" these gaps through data management, modeling, and simulation. This report presents the results of this study. It provides a framework for virtual design and manufacturing and an assessment of the necessary tools; an analysis of the economic dimensions; an examination of barriers to virtual design and manufacturing in the DOD acquisition process; and a series of recommendations and research needs.
This monumental study provides an innovative and powerful means for understanding institutions by applying problem solving theory to the creation and elaboration of formal organizational rules and procedures. Based on a meticulously researched historical analysis of the U.S. Navys officer personnel system from its beginnings to 1941, the book is informed by developments in cognitive psychology, cognitive science, operations research, and management science. It also offers important insights into the development of the American administrative state, highlighting broader societal conflicts over equity, efficiency, and economy. Considering the Navys personnel system as an institution, the book shows that changes in that system resulted from a long-term process of institutional design, in which formal rules and procedures are established and elaborated. Institutional design is here understood as a problem-solving process comprising day-to-day efforts of many decision makers to resolve the difficulties that block completion of their tasks. The officer personnel system is treated as a problem of organized complexity, with many components interacting in systematic, intricate ways, its structure usually imperfectly understood by the participants. Consequently, much problem solving entails decomposing the larger problem into smaller, more manageable components, closing open constraints, and balancing competing value premises. The author finds that decision makers are unlikely to generate many alternatives, since searching for existing solutions elsewhere or inventing new ones is an expensive, difficult enterprise. Choice is usually a matter of accepting, rejecting, or modifying a single solution. Because time constraints force decisions before problems are well structured, errors are frequently made, problem components are at best only partially addressed, and the chosen solution may not solve the problem at all and even if it does is likely to generate unanticipated side-effects that worsen other problem components. In its definitive treatment of a critical but hitherto entirely unresearched dimension of the administration of the U.S. Navy, the book provides full details over time concerning the elaboration of officer grades and titles, creation of promotion by selection, sea duty requirements, graded retirement, staff-line conflicts, the establishment of the Reserve, and such unusual subjects as tombstone promotions. In the process, it transcends the specifics of the personnel system to give a broad picture of the Navys history over the first century and a half of its development.
Rather than providing rote solutions, this manual provides a doctrinal framework of principles; tactics, techniques, and procedures (TTP); terms; and symbols for the employment of the Infantry rifle company. This framework will help Infantry rifle company leaders effectively- - Exploit capabilities unique to the Infantry. - Reduce the vulnerability of the unit. - Plan and conduct full-spectrum operations. - Accomplish their missions in various tactical situations, from stability and civil support to high-intensity combat. - Win on the battlefield. The Infantry companies of the SBCT and HBCT mostly use the same doctrine, but cover more specific doctrine in their own manuals. The main target audience for this manual includes Infantry rifle company commanders, executive officers, first sergeants, platoon sergeants and platoon leaders. Military instructors, evaluators, training and doctrine developers will also find it useful, as will other Infantry company commanders (HHC and weapons company), Infantry battalion staff officers, service school instructors, and commissioning source instructors. This publication applies to the Active Army, the Army National Guard (ARNG), the National Guard of the United States (ARNGUS), and the US Army Reserve (USAR) unless otherwise stated. Leaders must understand this manual before they can train their companies using ARTEP 7-10-MTP. They should use this manual as a set along with the publications listed in the References.
