Since 1966, the government of Alberta, municipalities, and Metis settlements have jointly funded preventive social services for Albertans through the Family & Community Support Services (FCSS) Program. This handbook is intended to assist staff, elected officials, & board members in understanding the purposes of the Program, how FCSS funding is allocated, and how it can be used. It also provides a record of significant program policy decisions, including interpretations of the Conditional Agreement Regulation. Topics covered include the FCSS vision, mission, & mandate; FCSS program options; Program organization; accountability; allocation of funds; consultation with individual programs, municipalities, & other FCSS stakeholders; and the history of FCSS. The final sections contain copies of the FCSS Act and Alberta Regulation 218/94, the Conditional Agreement Regulation.
