La nécessité et la légitimé de la démarche comparatiste au sein de la science politique ne sont plus à prouver. Comparer sert à expliquer, comparer sert à contrôler la validité de certaines observations, à éviter les généralisations abusives, à ouvrir sa grille d'analyse et à élargir le champ de son expérience des réalités sociales et politiques. Have European citizens become increasingly Eurosceptic over the last two decades, turning their backs on European integration? Though many journalists, politicians and academics argue that they have, this book suggests that reactions to European integration cannot be reduced uniquely to a rise in Euroscepticism, but that indifference and ambivalence need also to be brought into the picture when studying EU legitimacy and its politicisation. Drawing on new evidence from survey data from eight founding member states, and focus groups conducted in francophone Belgium, France and Great Britain, Integrating Indifference explores the various faces of citizens’ indifference, from fatalism, to detachment, via sheer indecision. This book adopts a pioneering mixed-methods approach to analysing the middle-of-the-road attitudes of ordinary citizens who consider themselves neither Europhiles nor Eurosceptics. The book mainly investigates the challenges that confront France’s unique dual system of higher education in facing internationalization and the recruitment of international students. This book focuses on the development of the institutional strategies in two groups of higher education institutions: University and Grande École in responding to the opportunities and stresses of both Europe’s Bologna process and globalization. The research data presents in this book was collected from four local institutions, two Grandes Écoles and two universities, one of each focusing on the social sciences and the other on natural sciences and technology. Interviews with major stakeholders in the institutions, including personnel from international offices, faculty/researchers and international students were adopted as principal methods for data collection. The thematic organization of the findings in each chapter covers views from three levels of stakeholders’ and interprets the results within theoretical frames, such as institutional theories, world-system theory, international academic relationship theory and branding theory. Readers will find this book both practical and innovative in four key ways. Firstly, in knowledge diffusion, revealing the mysterious veil of the unique French dual higher education system. Secondly, in new knowledge production, exploring a new subject of research and filling the blanks from previous studies of the two groups of institutions. The Handbook introduces to readers (accessibly for specialist and non-specialist scholars, students and layman audiences) the diverse universe of non-state actors (NSAs) that have played or are currently playing a significant role in the context of East-West relations (from 1945 to the present). With a view to the oft-seen political debates about which non- state actors may be independent or controlled by particular states, and in what ways they may be useful or harmful to the interests of particular actors, this volume is interested in analysing and assessing the relationship of NSAs to key state actors in the context of the politics of East-West relations. Key state actors in this context include more than just the United States (on the one hand) and the Soviet Union or Russia (on the other hand). To offer a structured overview, the volume explores possible typologies of the relationships conceivable between NSAs and states. New concepts and organising principles are presented, to support a process-tracing analysis of the evolution of proxy ships, partnerships and other types of connections between states and non-state actors. Degrees, sources and types of control and influence are considered. Further, the Handbook's chapters also examine NSAs’ impact on the dynamics of interstate conflict and cooperation in the East-West dimension. The systematic examination of the relationship between states and NSAs in East-West relations proposed here is the first undertaking of its kind. International scholarship in political science and strategic analyses have so far neglected to develop an analytical framework and a truly nuanced understanding that could capture the intricate and multilevel relationships that exists between NSAs and states in this context.
