The Average Crop Revenue Election (ACRE) program is the first revenue-based, income-support program that calculates payments using recent market prices and a producer¿s actual plantings. The payments are triggered when a farm¿s revenue and State revenue fall below a calculated guarantee for a crop. The report suggests that, for 2009-12, producers of corn, soybeans, wheat, and rice are likely to benefit more from the ACRE program than from the price-based, income-support programs. Data indicate that about 8% of farms with almost 13% of eligible base acres elected to participate in ACRE, which is less than might be expected given price and yield-based analysis alone. Using crop revenue as the basis for agricultural payments has long been proposed as a way to reform U.S. farm programs. Revenue is more closely related to farm income than either prices or yields individually. The ACRE program uses a combination of State- and farm-level revenue guarantees that are determined from recent historic prices and yields. This report examines and simulates crop revenue variability for producers of four crops ¿ corn, soybeans, wheat, and cotton ¿ and estimates potential ACRE payments from a broad range of possible revenue outcomes. It analyzes how ACRE payments and their effect on farm-level revenue variability would be distributed across crops and production regions. Illus. This is a print on demand report.

Projections cover agricultural commodities, agricultural trade, and aggregate indicators of the sector, such as farm income and food prices. The projections are based on specific assumptions about macro-economic conditions, policy, weather, and international developments. The report provides a point of departure for discussion of alternative farm sector outcomes that could result under different assumptions. Prospects for the agricultural sector in the near term reflect continuing U.S. and global adjustments to the recession of 2008-09 and the subsequent economic recovery. Long-run developments for global agriculture reflect continued demand for biofuels, particularly in the U.S. and the European Union. Charts and tables.
