In May 2009, Congress passed the Weapon Systems Acquisition Reform Act of 2009 (Reform Act). The Reform Act contains a number of systems engineering and developmental testing requirements that are aimed at helping weapon programs establish a solid foundation from the start of development. This report examined: (1) DoD's progress in implementing the systems engineering and developmental testing requirements; (2) views on the alignment of the offices of the Directors of Systems Engineering and Developmental Test and Evaluation; and (3) challenges in strengthening systems engineering and developmental testing activities. Congress recently requested a study of the U.S. ground combat and tactical wheeled vehicle fleets. The authors reveal risks in the technologies required to close capability gaps, the business processes used by the U.S. Department of Defense in managing vehicle production and modification initiatives, and the modeling and simulation process supporting research, development, and acquisition, making recommendations for mitigating these risks.
Lightweighting is a concept well known to structural designers and engineers in all applications areas, from laptops to bicycles to automobiles to buildings and airplanes. Reducing the weight of structures can provide many advantages, including increased energy efficiency, better design, improved usability, and better coupling with new, multifunctional features. While lightweighting is a challenge in commercial structures, the special demands of military vehicles for survivability, maneuverability and transportability significantly stress the already complex process. Application of Lightweighting Technology to Military Vehicles, Vessels, and Aircraft assesses the current state of lightweighting implementation in land, sea, and air vehicles and recommends ways to improve the use of lightweight materials and solutions. This book considers both lightweight materials and lightweight design; the availability of lightweight materials from domestic manufacturers; and the performance of lightweight materials and their manufacturing technologies. To inform the U.S. Army's decisionmaking process surrounding commonality in military equipment, RAND was asked to assess the advantages and disadvantages of commonality and how to best manage their trade-offs. This report presents analyses of the effects of commonality on costs, capabilities, and training and offers a decisionmaking aid that designers, developers, and procurers could use to inform their decisions about commonality.
Congressional concern with cost overruns, or breaches, in several major defense acquisition programs led the authors, in a partnership with the Performance Assessments and Root Cause Analysis Office in the Office of the Secretary of Defense, Acquisition, Technology, and Logistics, to investigate root causes by examining program reviews, analyzing data, participating in contractor briefings, and holding meetings with diverse stakeholders.
